Standards: City Code restricts structure heights to 35 feet and exterior wall finishes <br />must be brick, natural stone or precast concrete, or fabricated panels of these materials. The <br />elevations provided indicate that the structure will be 20 feet in height and the building exterior will <br />be faced with precast concrete wails. <br /> <br />Waste Storage; City Code requires that all solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. In accordance with City Code, the site plan identifies <br />a waste storage area enclosure constructed of brick, rock face block and cedar siding. <br /> <br />.Off. Street Parking.- Design: City Code requires ail driveways, off-street parking areas, <br />maneuvering areas and display areas to be paved with bituminous or concrete and finished with B- <br />612 concrete curbing. The site plan identifies four bituminous areas adjacent to Hwy. gl0 for <br />R.V. display but it does not clearly indicate that the remainder of off-street parking and display <br />areas are also to be surfaced with bituminous. Some B-612 concrete curbing is also noted for <br />installation but it is not clearly reflected that the outer perimeter of all bituminous surfaces will be <br />finished with the curbing. The site plan should be modified accordingly. <br /> <br />Off Street Parking - SpacesRequired: City Code requires 1 parking space for every 10 vehicles <br />on display; 3 spaces for each maintenance bay and 1 space for each full time employee. The site <br />plan identifies a r.v. display area for 179 units and a used car display area for 30 units for a total of <br />209 vehicles on display. This would require 21 off-street parking spaces. The floor plans seem to <br />indicate an 8 bay maintenance shop which would require another 24 parking spaces. This totals 45 <br />off street parking spaces; 49 are provided. This only leaves 4 spaces for employees and the site <br />plan does not indicate how many full time persons there are on the site. <br /> <br />LSghting: The site plan does not include a Iighting plan but does note that lighting will meet City <br />requirements. The lighting plan is subject to the approval of the City Engineer. <br /> <br />Drainage and Grading: The proposed plan prepared by Merland Otto, Landscape Architect, labeled <br />Sheet A-2, has been submitted. The drainage plan proposes sheet drainage of the paved areas to <br />four catch basins located along the south curb line of the parking lot. These four catch basins <br />d/scharge to the ditchline located on the south side of Riverdale Drive. This ditchline flows <br />eastward and discharges into the drainage pond constructed on the drainage easement of Outlot A. <br />It is suggested that the western set of catch basins be relocated slightly such that C.B. 2 can be <br />relocated to the proposed location of the curb spillway. A catch basin should also be added to the <br />north curbline of this location. This willl eliminate the need for an undesireable "warp" section in <br />the roadway and the spillway off the south curbline of Riverdale Drive. <br /> <br />There will also be a considerable flow in the south ditchline as a result of the large paved area <br />proposed for the R.V. display area. ~[t should be the responsibility of the applicant to repair all <br />washouts until a vigorous stand of turf is established. <br /> <br />Acc___q.~_~_i: The site is proposed to have 3 accesses from Riverdale Drive and an exity-only onto <br />Llama. There will be no direct access onto Hwy. #10. The site plan has been forwarded to <br />Mn/DOT for review and comment. <br /> <br />~ A sign permit is required for site signage. The cost of the permit is $100.00. No roof signs <br />are allowed and no wall sign may extend above the top of the wall.
