However, even though the use <br />of a sign to warn motorists of a handicapped child area is permis- <br />sible, prudent and discriminate use of warning signs is strongly <br />advised to make them. noticeable and effective. Care should also <br />be taken not to create a dangerous false sense of security for <br />the child~or the child's parents by employing a sign legend which <br />may give the impression of increased safety or protection. <br /> <br />Because no factual evidence has be~n presented to document the <br />subject signs' success in reducing pedestrian accidents, vehicle <br />operating speeds, or legal liability; the use of these signs <br />should not be encouraged. Further, handicapped children should <br />not be encouraged to play or walk within or near the roadway, and <br />thes~jsigns may be interpreted as a suggestion that this behavior <br />is acceptable. <br /> <br />WARRANTS: <br /> <br />Upon receAving a request to install such a warning sign, those <br />persons r~questing the sign should be informed that: <br /> <br />*They must register for' the signing and include a description <br />of the child's handicap, home address, and telephone number. <br /> <br />*They must supply medical confirmation of the child's <br />.handicap. <br /> <br />*They rmust understand that these signs may not provide an <br /> increased level of protection or safety. <br /> <br />*They must not reduce the level of attention that they pay <br /> their: children when playing outside. <br /> <br /> <br />
