I I I I i I I I I I I I I I I I Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #96-10- RESOLUTION iAPPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR IMPROVEMENT PROJECT #96-24 (CONSTRUCTION OF WELL HOUSE NO. 3) WHEREAS, pursuant to a motion passed by the Ramsey City Council on February 13, 1996, the Consulting Engineer, Dick Foster, P.E. of BRA, Inc., has prepared plans and specifications for ~the construction of a well house and connecting watermain to facilitate the addition of Well 1~o. 3 to the City's water distribution system and has presented such contract documen'ts and sp{~cifications to the Council for approval. NOW THEREF~)RE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ~ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That such Plans and specifications, a copy of which is attached hereto and made a part hereof, are~hereby approved. 2) That the City Administrator shall prepare and cause to be inserted in the official paper (Anoka C6unty Union) and in the Construction Bulletin, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The adve:t~isern~ nt shall be published for 21 days, shall specify the work to be done, shall state that bids W~I.' 1 be received by the City Administrator until 10:00 a.m. on Wednesday, November 16, 1996, at which time they will be publicly opened in the Council Chambers of the Ramsey Municipal Center by the City Administrator and City Engineer and/or their designees, and will then be tabulated and will be considered by the Ramsey City Council at 7:00 p.m. on Tuesday, November 12, 1996, in the Council Chambers. Any bidder whose responsibi ty is questioned during 11 . . consideration of the bid will be given an opportunity to address tho Counml on the issue of responsibility. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid .~nd or certified check payable to the City of Ramsey for five (5) percent of the mnount of such bid. The motion for the~adoption of the foregoing resolution was duly seconded by Councilmember uprm vote .being taken thereon, the following voted in favor thereof: and the following v. oted against the same: and the following abstained: and the following were absent: whereupon said resplution was declared duly passed and adopted by the Ramsey City Council this the 8th day of October, 1996.
