'1 <br /> I <br /> I <br /> <br /> I <br />'1 <br /> I <br /> I <br /> <br /> I <br /> ! <br /> I <br /> I <br /> <br />Mr. Osbourn explained that the community was willing to do their part to keep the costs down. <br />Parks/Utilities Supervisor Boos stated that the horseshoe pits were originally planned to be <br />neighborhood constructed. <br /> <br />Commissioner Ostrum suggested 'washers horseshoes', which is a variation of horseshoes that is <br />popular in Texas.: He explained that pipe is used in place of a stake, and washers are tossed into the <br />pipe. Parks/Utilities Supervisor Boos explained that may be a good alternative for safety reasons. <br />Commissioner 0strum added that the variation was Iow cost. Parks/Utilities Supervisor <br />recommended one of each placed side by side. Mr. Osbourn stated he had no objection. <br /> <br />Mr. Osbourn stated that the neighborhood was happy with the park. He explained that it is a focal <br />point when they have guests. Mr. Osbourn explained that they host many large family events due to <br />the park. Vice Chair Johns pointed out that the neighborhood came together in the development of <br />the park. <br /> <br />Commissioner Ostrum asked about the sundial proposed to be put in the park. Parks/Utilities <br />Supervisor Boos ~explained that a giant sundial with roman numerals, could be set up to tell the time <br />accurately. He e~plained that it would add aesthetic and educational value to the park. He explained <br />that they could have educational points on the path about the sun, and it could serve as a theme for <br />the park. <br /> <br />Parks/Utilities Supervisor Boos explained that he would make necessary arrangements for the <br />horseshoe and washer pits to be developed. <br /> <br />The Park and Recreation Commission proceeded to review Case ~4. <br /> <br />Case #4: <br /> <br />1997-2002 CAPITAL IMPROVEMENT PROGRAM (C.I.P.) <br /> <br />Parks/Utilities Supervisor Boos explained that he added cash flow projections for the Landfill Trust <br />Fund to the CIP. He explained that this reflects the maximum amount of interest earnings based on <br />the projected expenditures in the next five years, noting that some items could change. <br /> <br />Parks/Utilities Superv/sor Boos explained that he made observations based on the areas of agreement <br />and the issues the Finance Committee felt strongly about. He observed that everyone agreed <br />landscaping needed, to be higher priority. He noted that maintenance costs were being controlled by <br />using creative landscaping such as the trail head that was toured at the last meeting. <br /> <br />Parks/Utilities Supervisor Boos explained that the majority of the improvements in the revised draf~ <br />are directed to community parks. He added that the only park dedication is shown in t 998. <br /> <br />Parks/Utilities Supervisor Boos submitted a draft form of the 1997-2002 CIZP Narrative for the Park <br />and Recreation Cbmmission consideration. <br /> <br />Commissioner Droegemueller expressed the RYAA's desire for a baseball complex at Alpine Park. <br />Parks/Utilities Supervisor Boos recommended the RYAA submit their interest to the City Council <br />in writing.
