Street north of 171st Avenue. Mr. Jankowski stated that this information is brought to the
Committee so staff can be directed as to what should be done. He noted that Tim Dusbabek is
present.

Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey, inquired ff any counts were done prior to the
vandalism on the sensors.

Mr. Jankowski replied yes, but he did not recall if it was more or less than 85 vehicles per day.

Mr. Dusbabek expressed a desire to see what that number was.

Mr. Jankowski suggested that 7:00 a.m. to 9:00 a.m. represents the morning traffic peak.

Mr. Dusbabek disagreed and felt that 6:00 a.m. to 8:00 a.m. better represents the morning peak.
He told of other additions using these streets and that games are being played now - this street is
used as a cut through. He suggested it's time to seriously look at this situation and to not belitde it.
He stated that he has people honking at his kids in spite. People are going through his
neighborhood purposefully to go to Elk River. If everyone says they do not travel 171st, then
why do we need it. He stated he wants an equitable situation for all involved. He commented that
he would have been better off not having faith in the system. He talked about people being upset
with him and that all this is doing his neighborhood a strong disservice. He added that if others
saw a City car sitting in the area, they would have gone the other way. He reported that he is
frustrated he has put himself in this situation by believing in the system. He is trying to resolve
this and wondered if he just has to live with it or should he pursue getting something done. He
stated that the people are now taking it out on his kids. He told of a mn-in he had with a neighbor
kid and how he had to call the cops, etc. He was later questioned by a cop who said that someone
had called and said that he (Dusbabek) was driving recklessly. The cop even said at that point that
it sounds like a witch hunt.

Councilmember Zimmerman agreed this is a bad situation. He suggested maybe just closing 171st
temporarily and see what happens. This would allow the traffic to go north to C.R. #63.

Public Works Supervisor Mevissen remembered that the school bus company requested 171 st.

Councilmember Zimmerman commented that Tim (Dusbabek) is a scapegoat. Maybe someone will
get even with his kids.

Councilmember Beyer stated that we do not want that to happen.

City Administrator Schroeder noted that perhaps if 171 st is closed, there will be bigger problems.

Mr. Dusbabek suggested temporarily closing 171st Avenue until Bison Street connects with Trott
Brook Ridge. He felt that would be a fair and equitable solution.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to close 171st
Avenue temporarily except for emergency vehicles.

Motion carried. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None.

Mr. Schroeder questioned if this is to be a temporary structure like a barricade or something more
permanent.

Councilmember Zimmerman responded that it should be permanent so that only emergency
vehicles can get through.

Road and

Bridge Committee/August 13, 1996

t --LO

I
I
I
I
I

I
I
I
I
I
I
I

I
I
I
I
I
