Voting No: None. <br /> <br />Case #25: Report from Road and Bridge Committee <br /> <br />City Engineer Jar~kowski noted that Tim Dusbabek was not in the audience and he wanted to be <br />present when the report on the 171st traffic study was discussed. Therefore, he suggested moving <br />on to the other items first. <br /> <br />IA) Agreement for Traffic Signal at T.H. #47 and C.R. #116 <br /> <br />City Engineer Jankowski explained an agreement for the electricity to run the signal at T.H. #47 <br />and C.R. #116. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #96-08-194 removing the existing traffic control signal and installing a new traffic <br />control signal with street lights and signing on T.H. #47 at County State Aid Highway No. 116. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. VotingrNo: None. <br /> <br />2) Discussion of Policy Adoption for Processing Traffic Calming Requests <br /> <br />Mr. Jankowski reported that the Road and Bridge Committee reached a consensus that there should <br />be a policy for traffic calming requests, however, the Committee took no action but will continue to <br />discuss policies. <br /> <br />3) <br /> <br />Consider Change Order to S.R. Weidema for Storm Sewer Modification to <br />Improvement Project ~96-21 <br /> <br />Mr. Jankowski e>~plained that a change order to Improvement Project #96-21 amounts to about <br />$5,600. It includ~es three major items: an increase in storm sewer size ($2,383.70), additional <br />dollars for connecting into a manhole not anticipated ($1,242), and the addition of fire hydrants to <br />service the public works location to fill the street sweeper and water track ($2,000). <br /> <br />Motion by CounQilmember Beyer and seconded by Councilmember Zimmerman to approve <br />Change Order #1 to Improvement Project ~)5-21 in the amount of $5,625.70. <br /> <br />Motion carded. V~oting Yes: Mayor Hardin, Councilmember Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />1) Report on 171st Traffic Study <br /> <br />Mr. Jankowski reported that in 1993, prior to the paving of Bison Street, a traffic count of 85 <br />vehicles per day was recorded on 171 st Avenue between Bison Street and Zeolite. In the spring of <br />1996, following the paving of Bison Street, another 24-hour count was attempted. Two attempts <br />were made to collect counts; however, the tubes were removed both times prior to completion of <br />the 24-hour count period. A neighbor also called to report that he observed a car driving back and <br />forth over the tube While it was in place. Based on that, any information regarding tube counts is <br />highly suspect. A visual observation by an intern was conducted during a two-hour period <br />between 7:00 a.m. and 9:00 a.m. on May 7, 1996. The results of this peak morning rush period <br />shows eight vehicles used 171 st Avenue and six vehicles used Bison Street north of 171 st Avenue. <br /> <br />City Council/August 13, 1996 <br /> Page 19 of 22 <br /> <br /> <br />
