I <br /> I <br />,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> CASE # 5 <br />REQUEST FOR SITE PLAN APPROVAL OF OFFICE/WAREHOUSE FACILITY; <br /> CASE OF SHARP AND ASSOCIATES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: ' <br /> <br />Sharp and Assooiates has applied for site plan review for the development of a 10,000 square foot <br />office and warehouse facility to be constructed on Lot 1, Block 1, Ferrum Second Addition. The <br />following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated October 9, 1996 <br />Draft Planning Commission meeting minutes dated October 16, 1996 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site plans are nor required to be subjected to public hearings. <br /> <br />Observations: <br /> <br />The proposed pgOject meets City Code requirements for lot coverage, architectural standards, <br />landscaping, design and number of off-street parking and driveways, and a screened waste storage <br />enclosure. <br /> <br />According to City Code, the building should be located 40 feet from the property line along <br />McKinley Street;!the nearest point of the building to McKinley' Street is 35 feet. However, only 6 <br />feet or 8% of ~at south wall encroaches on the 40 foot setback. Because of the unique <br />configuration of the lot and because the encroachment is so minor, City Staff is recommending that <br />the development Agreement approve the 5 foot deviation for a distance of 6 feet. <br /> <br />Because it is a corner lot, the loading docks do face a public street even though they are located on <br />the rear wall of ~e building. Staff recommends approval of this structure plan as there is not <br />sufficient area on ;the north side of the structure to accommodate loading docks. <br /> <br />One additional modification that has been made to the site plan provided in this agenda is the <br />replacement of th~ driveway on Azurite Street with a horseshoe type drive, which results in a dual <br />access onto Azuri~e Street. The applicant will have the modified version of the site plan available at <br />the meeting for r~,view. The southerly access should be no closer than 30 feet to the radius of the <br />McKinley/Azurite intersection. <br /> <br />The Planning Commission reviewed the site plan on October 16 and recommended approval of the <br />dual access on A~urite Street and the 5 foot encroachment on the 40 foot setback at the southeast <br />comer of the building. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend site plan approval. <br /> Council Action: <br /> <br />Motion to: <br />Approve/deny the site plan submitted by Sharp and Associates for Lot 1, Block 1, Ferrum <br />Second Addition with a 5 foot variance to the front yard setback and a dual access on <br />Azurite Street. <br /> <br />Review Checklist: City Engineer <br />CC: ~ 10/22/96 <br /> <br /> <br />
