I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Review Proposed Revisions to Draft Ordinance to Establish Regulations for <br />parking and Storing Commercial and Private Use Vehicles and Equipment in the <br />Residential Districts <br /> <br />Chairperson Bawden explained that at the joint meeting with City Council held on July 2, the <br />Commissioners a/Id Councilmembers were asked to put their ideas in writing. Ms. Frolik explained that <br />some of these were included in the Agenda and some were distributed prior to tonight's meeting. <br />Chairperson Bawden suggested that the Commission review the suggestions made by Councilmember <br />Beyer and Commissioner Deemer, included in the Agenda as exhibits A and B. <br /> <br />Chairperson Bawden observed that Councilmember Beyer is suggesting a separation between Urban and <br />Rural be made, along with the elimination of the prepared surface requirement. Commissioner Jensen <br />stated she liked the idea of setting separate standards for Urban and Rural. Chairperson Bawden <br />explained that they~purposely did not separate Urban and Rural, because the lot size requirement covered <br />this issue. Chairperson Bawden stated that item a. was fine as it was. <br /> <br />Commissioner Th0md stated he did not want the prepared surface requirement removed. Commissioner <br />Terry explained the prepared surface requirement prevented vehicles fi-om being parked in various <br />locations on the lot. Chairperson Bawden observed the Planning Commission consensus was to leave <br />item a. as it was. <br /> <br />Commissioner Thomd noted the Blaine ordinance used a percentage of the lot that could be prepared <br />surface. Ms. Frolik explained that Ramsey ordinance requires the driveway to be in the fi-ont yard and <br />could not exceed the garage width by more than 15 feet. Commissioner Thomd stated Blaine's <br />ordinance allowec~ 45% of the lot to be paved. <br /> <br />Commissioner I)e~er explained that con bit was crushed recycled cement and blacktop that can be used <br />in place of Class V. <br /> <br />Commissioner Tht>rud suggested Ramsey adopt 30% limit for prepared surface on a lot. Ms. Frolik <br />explained that 30% is the existing lot coverage limitation for structures, which would leave nothing for <br />prepared surfaces, Commissioner Thorud suggested a 60% limitation to include prepared surface <br />Commissioner Deeiner explained a 2.5 acre lot would be allowed 30,000 square feet for prepared surfaces <br />and buildings und~ the 30% restriction. Commissioner Jensen asked if the intent was for vehicles to be <br />on a prepared surface. Commissioner Thorud replied that was the intent. <br /> <br />Commissioner Jensen asked if there was a limit on the amount of recreational equipment on a lot. <br />Chairperson Bawden asked for a suggestion on how that could be done. Commissioner Jensen stated <br />other cities have set, such limits. Commissioner Thorud noted people move to Ramsey to get away from <br />those limits. Comrr~i' sioner Jensen pointed out the importance of addressing residents with several pieces <br />of equipment on t.h~k lots and vehicles parked with grass growing around them.
