Bill Sutherland, 5001 - 143rd Avenue NW, explained that a reduced speed limit wilt make the entire community safer. Mary Jenkinson, 5091 - 143rd Avenue, explained she was happy to see a daycare facility being developed, but also had traffic concerns. She asked [fthe park/ng lot and access could be moved to the T.H. ~t47 side of the facility to reduce the traffic. Ms. Jenkinson asked about the installation ora stoplight. City Engineer Steve Jankowski explained that in the T.H. ~47 corridor study, it states there will be a stoplight at 142nd Avenue, County Road #5, 149th Avenue, and 153rd Avenue. He further stated Xkimo Street will extend to T.H. ~47. Ms. Jenkinson asked if 143rd Avenue will connect to T.H. ~t47. Mr. Jankowski stated that was not included in the plan. Ms. Jenkinson explained she had a concern regarding the traffic on Xkirno Street. Ms. Jenkinson asked what the time frame was for the stoplights. Mr. Jankowski explained that the plan was to submit the T.H. ~¢47 corridor study to Mn/DOT as a 1997 project. Alan Humer, 5061 - 143rd Avenue, explained that he is concerned with the traffic on Xkimo Street, as it was a residential street. Commissioner Deemer interjected that Xkimo Street was built to commercial standards with no direct residential access to it. Mr. Jankowski clarified that there are a few residential accesses onto Xldmo. Mr. Herner stated the first five homes on Xkimo Street have direct access to Xkimo. Mr. Herner stated there have been two fatalities at the intersection of 142nd Avenue and T.H. ~47, in the past eighteen months. He urged the commission to consider the parents transporting their children daily and stated the influx oftrafSc will only make the situation worse. Mr. Jankowski explained that this is a State of/~mm~ta issue. Mr. Hemer suggested the parking lot and access be moved to T.H. ~/47. Mr. lankowski explained the State will not allow that. Commissioner Thorud asked what the capacity of the daycare facility was. Rick Foster, R.F. Development, stated the opacity was 120 children. Commissioner Thorud stated that would be t20 trips to the daycare twice a day. An unidentified man from the audience recommended that this site plan be tabled until the traffic flow problems are solved. He explained that the taxes from the businesses are important to the community, but the safety of the children is also important. Commissioner Jensen asked [fan impact study has been done, including the additional traffic from the two new banks. Mr. Jankowski explained that the T.H. ~-47 corridor study was the City's response to the planning for development. Commissioner Deemer eXPlained this property has been zoned commercial for 25 years.
