CASE # 4 <br />INTRODUC~ PROPOSED ORDINANCES TO ESTABLISH REGULATIONS FOR <br />PARKING VEHICLES AND EQUIPMENT IN THE RESIDENTIAL DISTRICTS <br />~ By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />The attached o~dinances represent the result of discussions between the Planning Commission and <br />City Council og September 19, 1996, regarding parking vehicles and equipment in single family <br />residential disfficts. <br /> <br />Observations: <br /> <br />It was agreed a~ the joint meeting that a prepared parking surface of con-bit or gravel would only be <br />allowed in the Rural District. <br /> <br />Short term park!ing has been defined as 8 hours or less. <br /> <br />Standard pick-t!ps, vans and passenger automobiles that facilitate the generation of revenue were <br />deleted from th{~ definition of 'commercial use vehicles'. <br /> <br />To eliminate tho~ opportunity for property owners to inundate their parcels with prepared surfaces in <br />order to accomn~ odate outside parking for an extraordinary number of vehicles, the maximum lot <br />coverage in the R-1 Urban and R-1 Rtual Residential Districts was amended to include impervious <br />surfaces in addiOon to buildings. This action also required amending the definitions of 'coverage' <br />and 'imperviou~ surface'. <br /> <br />The Planning Commission conducted a public hearing on November 7 regarding the most recent <br />ordinance draft 4greed to by the Commission and City Council. A copy of the draft minutes of the <br />public hearing a0d Commission discussion will be available at the,meeting on ~,o,v~ember 12. The <br />Planning Commission did direct Staff to changes all references Rural Dis,,trict' in the proposed <br />ordinance to "om[side the boundaries of the Metropolitan Urban Service Area. <br /> <br />Recommendation: <br /> <br />The Planning commission and City Staff recommend adoption of the ordinances as drafted. <br /> <br />Council~ Action: <br /> <br />Motion to: <br />Introduce tOrdinance gO6- to amend 9.02 (Definitions) and 9.11.10 (Off Street <br />Parking) of the Ramsey City Code to establish regulations for parking private and <br />commercial use vehicles and equipment in the residential districts. <br /> <br />-and- <br /> <br />Motion to: <br />Introduce :Ordinance 006- to amend 9.20.11 (R-1 Rural Residential), 9.20.12 (R-1 <br />Urban ReSidential), 9.20.13 (R-2 Urban Residential), 9.20.14 (R-3 Urban Residential), <br />and 9.20.1~5 (Multiple Residential) of the Ramsey City Code to clarify the scope of lot <br />coverage. <br /> <br />Review Checklist: <br /> <br />CC: 11/12/96 <br /> <br />City Administrator <br />City Attorney <br /> <br /> <br />
