:UPDATE

~)BCASE # 3

OF T.H. #47 LOCAL INITIATIVE PROJECT

Background:

On October~7, 1996, an application for a project on T.H.//47 was submitted to MnDOT for
considerati0p under the Local Projects Initiative Program. You may recall that the project
consisted of!the signalization of the intersections of C.S.A.H. 4/5 and 142nd Avenue with
T.H. //47, Be realignment of C.S.A.H. #5, and the installation of a four-lane section
between C.g.A.H. #5 and 142nd Avenue. The anticipated cost and funding is as follows:

Signal Signal
142nd/47 CSAH 5/47 Roadwork Total

MnDOT 75,000 75,000
Anoka County 0 18,750
Ramsey 75,000 56,250
TOTAL ; 150,000 150,000 1,200,000 1,500,000

Since the submission of the application both I and Denny Eyler of SRF have spoken to
MnDOT reg~ding the submission. As you will recall, MnDOT's share of the project cost
was an item q~f concern. Last year the average cost of a project funded by this program was
under $200,Cg)0. In speaking to MnDOT, it is our impression that $500,000 will likely be
the funding l~mit for successful projects. In addition, MnDOT commented that they would
have great ck. ~culty with the proposed four-lane section when the downstream section is
currently berg constructed with only two through lanes.

Observations:

It seems app~
change in sco
additional lam
threshold. A
funding on on

rent that if this project is to be successful in being selected, it will require a
>e from that which has currently been submitted. Even the reduction of the
:s will not reduce the cost sufficiently to fall below the anticipated $500,000
likely solution would be to divide the project and request local initafive
e, and propose the complimentary project from a different funding source.

Recommend ation:

I will be discu sion alternatives with Denny Eyler this week and plan to have an alternative
at the meeting!

Reviewed bY:

City Administr~3tor
City Engineer:
Finance Officer

R&B: 11/12/96
