Prior to commitment to participate in Phase II, Cities will have an opportunity to opt out c~f participatk)n and withdraw from this agreement prior to incurring an obligation if a city ia nat interested in participating in the costs. There is no cost for participation in Pha~e I, other th~ the indirect staffing costs that a party may have. 6.4 Funds paid by the Cities or received from any other source shall be managed by the County. 6.5 Paymen~ from the Cities must be received by the County before the County will incur any fiscal obligation. 6.6 6.7 All fundsidisbursed by the County pursuant to this agreement shall he disbursed in a manner that is cooxistent with the method provided by law for the disbursement of funds by counties. A strict aOcounting shall be made of all funds and a report of all receipts and disbursements shall be made by the County upnn reque~t. 7. COUNTy SERVICES 7.1 The Coun~ shall provide services to facilitate and assist the Group in the conduct of it.q affairs. The Envirgnmental Services unit of the Anoka County Community Health and Envirnnmental Services Department shall provide these services. The Count~' shall serve as fiscal agent for the Group for purpose of recelvlng and dispersing funds as ad~orized by the Group and entering into contracts or grant applications on behalf of the Group. 7.3 The County_ shall maintain records and documents relating to matters that are the subject of this agreement, i All such records shall bo retained for a period of at least throe years after termination!of this agreement and, upon request of any party, shall be retained for any additional Pleriod requested. The records shall be available for inspection, review and audit by the parties and the State Auditor as provided by law during regular business hours. 8. CONTRACTS 8.1 Contracts arid grant applications made pursuant to this Agreement shall be made by the County and 'shall cobform to the requirements applicable to the County. -4-
