Motion by Commissioner Deemer and seconded by Commissioner Jensen to recommend that City Council adopt th~ Ordinance amending 9.02 (Definitions) and 9.11.10 (Off Street Parking) of the Ramsey City Cod~ and adopt the Ordinance to amend 9.20.11 (R-1 Rural Residential District) and 9.20.12 (R-1 Urban Residential District ) of the Ramsey City Code. Zoning Administral[or Sylvia Frolik referred to Chapter N~me of the City Code for clarification of how it applies to unlicerised vehicles. She also referred to Chapter Five of the City Code for clarification of"junk vehicles." i Previously, ifa person owned a junk vehicle but had license tabs for it, it would no longer be consi~dered a junk vehicle. Now, with passage of the new ordinance this past summer to Chapter 5, you could still have one unlicensed vehicle, but it would have to be operable. Commissioner De~'r~er added an operable vehicle would be classified as one that is "self propelled." Case #2: APprove Interim Ordinance Temporarily Prohibiting Construction of New Towers This interim ordinmce has resulted from a need to study issues to determine what regulatory controls should be in place in order to properly regulate towers which would provide cellular communications services. Commissioner Dee~Uer inquired whether this ordinance would affect those permits already in process; Ms. Frolik responded, no. Chairperson Bawden inquired whether anyone had approached the City for use of the water tower structure and Ms. ,Frolik responded in the affirmative. Motion by Commissioner Deemer and seconded by Commissioner Jensen to recommend Council adoption of the pr6posed ordinance to establish a 90-day moratorium on construction of towers and direct City Staffto idratt an ordinance that will regulate tower construction for review by the Planning Commission.
