Voting No: None. <br /> <br />Case #5: Rgquest for Preliminary Plat Approval of Alpaca Estates 4th <br /> Addition; Case of Haakon Jarnes <br /> <br />Zoning Administrator Frolik stated that Haakon James is requesting preliminary plat approval of <br />Alpaca Estates 4th Addition. The property is approximately 35 acres in size and is located at the <br />southeast comer 6f the intersection of Highway #10 and Llama Street. The subdivision proposes <br />to plat 11 commei'cial lots and one outlot. All of the lots exceed the minimum area and dimension <br />requirements for ~e B-3 Highway Business District. Development of the plat will include the <br />construction of a .~esterly extension of Riverdale Drive and improvements to Llama Street, south <br />of Highway #10} Park dedication consists of a combination of trail and cash. The Planning <br />Commission con{tucted a public hearing and there were no verbal or written comments received. <br />She noted that Mi'. James was in the audience. <br /> <br />Motion by Coun!_cilmember Beyer and seconded by Councilmember Beahen to approve the <br />preliminary plat for Alpaca Estates 4th Addition. <br /> <br />Motion carried. V6~ing No: None. <br /> <br />Case #6: Request for a Conditional Use Permit for an Off-Site Advertising <br /> Sign; Case of Holm's Super Bowl, Inc. <br /> <br />Zoning Administrator Frolik noted that Tim Holm and Wayne Bidwell are present and are <br />requesting an Offr'Site advertising sign on the Bill Dubats property at 6740 Highway #10 NW. City <br />Code restricts si ~g~ns to identifying the business or service offered at the parcel on which the sign is <br />located. Mr. Ho~lm has stated he feels he is a unique situation being located one block off the <br />highway and the tack of identification of the bowling alley on Highway #10 has an adverse impact <br />on his business. He has submitted an application for a conditional use permit for an off-site sign. <br />Ms. Frolik observed that the previous owner of Super Bowl had a lawful non-conforming <br />identification s~go on the Dubats property and for various reasons, removed it knowing full well <br />that under the new regulations it could not be replaced without obtaining a conditional use permit <br />from the City. Mr. Holm feels the lack of identification on the highway has hurt the business and <br />he would like tolreplace the 96 square foot sign in its previous location on the Dubats property. <br />She pointed out that the Dubats property already has an 84 square foot lawful conforming sign on <br />Highway #10 and a 24-square foot lawful non-conforming sign on Riverdale Drive. Approval of <br />Mr. Holm's requlest would result in three, free-standing signs on the parcel totaling 180 square feet <br />of sign space - (2ode permits one at 100 square feet. There are numerous businesses that would <br />like to be identifi~ed on Highway #10 and staff feels that approval of Mr. Holm's request would set <br />a precedent.
