The public heari~ng closed at 7:36 p.m. Council Business Mayor Hardin called the regular portion of the City Council meeting back to order at 7:36 p.m. Motion by Cougcilmember Zimmerman and seconded by Councilmember Beahen to adopt Resolution ~6-10-300 adopting assessment for Improvement Project g96-15 (Sealcoating and crack filling of 1~ 1 st Avenue West of Armstrong Boulevard) Motion carded. Noting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer, and Peterson. Voting No: None. Case #12A: PYblic Hearing and Levy of Assessments for Past-Due Charges on Municipal Utility Bills and Current Services Rendered Mayor Hardin closed the regular portion of the City Council meeting at 7:37 p.m. in order to conduct the public hearing. Public Hearing Mayor Hardin called the public hearing to order at 7:37 p.m. Presentation . Finance Officer Hart explained that the City of Ramsey provides varying services that are billed ,direc. tly to residents through the municipal utility bill (via Anoka Electric Cooperative) and through ~nvo~ces. During11994, the City adopted Ordinance g94-13 which allows for the certification of payments for current services that are delinquent as of September 1 of each year.
