That ordinance is being presented for formal adoption.' Motion by Coun~ilmember Beahen and seconded by Councilmember Beyer to adopt Ordinance gO6-20 to establish a 180-day moratorium on construction, enlargement, or expansion of towers within the City arid on the development and use of this property for such purposes. Case #10: Report from Road and Bridge Committee 1) Well Head Protection Joint Powers Agreement City Engineer Jankowski explained that the Road and Bridge Committee discussed entering into a joint powers agrea-ment with Anoka County so communities in Anoka County can have a well head protection plan dd~ne jointly. If this plan was done individually, it would cost $20,000 plus. If it is done jointly, we .anticipate our share to be less than 5% of $100,000. This would be done in a couple of phases. 'rWe could opt out of the agreement at the end of Phase I. The Road and Bridge Committee recorn~n.~ ended adoption of the resolution entering into this agreement. Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt Resolution g06-111-333 entering into a joint powers agreement with Anoka County to investigate the cost of perforn~ing a county-wide well head protection study. Voting tNo: None. 2) Revise T.H. #47 Local Initiative Project Application Mr. Jankowski r~ported that the Road and Bridge Committee reviewed the T.H. #47 Local Initiative Project application. The City submitted an application for signalization of the intersections of#47 and 142nd and #47 and C.R. #5. We estimate that with costs divided among the agencies, it would be about $1 million in excess for MnDOT. A project that MnDOT would consider would cost them $500,000 maximum. We proposed to divide the project so it only includes the signal!zation of C.R. #5. The Road and Bridge Committee recommended we amend the proposal to propose that the City would undertake a second companion project (142nd) along with that but the cost would be borne with TIF or MSA funds by the City.
