Encourage local business expansion, improvement, development and redevelopment, when compatible with the Development Program; and Create a desirable and unique character within Development District No. 1 through quality land use alternatives and design in new and remodeled buildings. Through the sale of bonds in 1987, the City has provided funds for certain site improvements, including ponding for storm water management, soil correction, landscaping, fencing, security lighting and site grading within the Development District. The City has made public improvements in the form of streets and an extension of water and san/tary sewer to a portion of the Development District designated for industrial development. In addition, the City consnmcted a well and water storage facility within the Development District for public use, primarily serving properties within TIF District No. 2. The City plans to construct improvements of Front Su'eet within TIfF Diswict No. 4, including storm drainage, sanitary sewer, and water improvements. In addition, the City will fund site improvements for a commercial development (Anoka/Ramsey Sports Center) within TIF District No. 4. Within TIF District No. 1, the City will fund park improvements in the River's Bend develOPment, and site improvements associated with the Rum R/ver Terrace Apartments. The City further plans to fund extension of water and sewer for residential development within T~ District No. 5, with costs paid by special assessments and tax increment. In addition, the City plans to fund site improvements (ParaBody, Inc.) and streets and utility construction, within Tt~ District No. 2. The City also plans to provide funding for the improvements of the extension of City water and sewer and street improvements for residential and commercial development to the property to be developed as Sunfish Square Addition. The City may also provide funding for future improvements to the utility systems located in this district These improvements are intended to be funded by both special assessments and Tax Increment Funds. The City plans to provide for the improvements of City water and sanitary sewer, sweet .improvements, and storm sewer improvements to the industrial property located within the Diswict. In addition, these improvements wilt include the construction of wells and elevated storage facilities. D. Environmental Controls. It is anticipated that no development within the Development District will present major environmental concerns. Ali City actions, public improvements, and private development, will be carried out in a manner which will comply with applicable environmental standards. E. Open Space to be Created.
