Utility and street construction costs within 'lYF District No. 2 will be paid by mx increment <br />and special assessment funds. <br /> <br /> The utility extension costs for the Anoka Electric Cooperative site MI1 be paid by increment <br />from any combination of TIF Districts No. 1, 2, 4, and 6, and by special assessments. In <br />addition, users will be charged for connecting to the system and will pay usual fees and charges <br />associated with usage. In addition, the extra increments shall be used for the consumction of future <br />wells and elevated storage facilities. <br /> <br /> Utility and street construction costs within TIF District No. 7 will be paid by mx increment <br />from any combination of TIF Districts No. 1, 2, 4, and 7, and special assessment funds. In <br />addition, users will be charged for connecting to the system and will pay usual fees and charges <br />associated with usage <br /> <br />I. Relocation. <br /> <br /> The City anticipates that no relocation will be necessary but accepts responsibility for <br />pro,riding for relocation pursuant to {}469.133 of the Act. If relocation is necessary, provisions <br />will be made in accordance with M.S. §117.50 through §117.56, inclusive. <br /> <br />J. Administration of Development District. <br /> <br /> M_n~ntenance and operation of the public improvements will be the responsibility of the <br />Administrator of Development District No. 1. Each year the Administrator will submit to the City <br />Council the maintenance and operation budget for the following year. The Administrator will <br />administer the Development District pursuant to the provisions of §469.13I of the Act provided, <br />however, such powers may only be exercised at the direction of the City Council. No action taken <br />by the Administrator shall be effective without authorization by the City Council. <br /> <br /> The City does not anticipate the need to create an advisory board to advise the City Council <br />on the planning, construction, or implementation of the activities and improvements outlined in the <br />Development District Program. <br /> <br />K. Rehabilitation. <br /> <br /> Owners of properties within Development District No. 1 may be encouraged to rehabilitate <br />their properties to conform to the applicable state and local codes and ordinances, as well as any <br />design standards implemented by the City. Owners who purchase property within the <br />Development District from the City may be required to rehabilitate their properties as a condition of <br />sale. The City may provide such rehabilitation assistance as may be available from federal, state or <br />local sources. <br /> <br />L. Description of Development District. <br /> <br /> Lists of the properties included within Development District No. 1 were attached to the <br />Program documents adopted on August 27, 1985, June 30, 1986, March 29, 1988, and further <br />additions were described in the Program modification approved December 13, 1994 and September <br />12, 1995. The December 10, 1996 modification does not change the boundaries of Development <br />District No. 1. These lists are incorPorated herein by reference.
