As part of <br />that agreement, the City gained title to approximately I00 acres of property north of the landfill. <br />Roughly 80 acres is dedicated for park purposes. The additional 21.7 acres north of 153rd is <br />zoned for resident/al use. <br /> <br />Since 1994, the Park and Recreation Commission and the City Council have been discussing <br />development options for the park property. They have also been discussing methods of funding <br />th.is development. Since 1995, the City Capital Improvements Plan had designated proceeds from <br />sale of the 21.7 acre parcel toward development of the 80-acre park. There have been several <br />d/fferent park development concepts. It appears most likely that the park w/il include both active <br />use areas (bali fields, soccer fields, tennis courts) and passive areas (picnic areas and nature trails). <br /> <br />The City Council has authorized staff to solicit proposals from residential developers in order to <br />consider the sale of the 21.7 acre parcel. It is expected that we will receive proposals to subcSvide <br />the parcel in a fashion similar to other urban subdivisions to the southeast. This property is within <br />the urban service district and, therefore, any development ~ include municipal sewer and water <br />services. The property north of the City parcel is in the rural district and, therefore, municipal <br />services (i.e.: sewer) cannot legally be extended north of the City parcel. A change in that situation <br />would require a majority vote by all the citizens of Ramsey. Therefore, development of this parcel <br />will not provide or mandate access to municipal udlities for adjacent homeowners. It will, <br />Cternafively, provide a funding source for development of the park. <br /> <br />'The City would like to receive your input or answer any questions, you have regarding either the <br />park or the development of the 21.7 acre parceI. A meeting has been scheduled for Thursday, <br />October 24, 1996, at 7:00 PM at City Hall in order to provide you w/th an opportunity to discuss <br />these issues. At the same time, we will be advertising the property with expectations of receiv/ng <br />proposals back by November 11, 1996. This schedule has been set in order to provide your <br />comments from the October 24th meeting to any parties interested in purchasing the property prior <br />to the deadline date. for their submittals.
