I <br />I <br />I <br />I <br />I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> <br />CASE # <br /> <br />ADOPT RESOLUTION AUTHORIZING STAFF TO SUBMIT AN <br />APPLICATION FOR MNRRA PLAN FUNDING ASSISTANCE TO THE <br />METROPOLITAN COUNCIL <br /> By: Planning Intern Kirk Skoog <br /> <br />Background: <br /> <br />On Noveml)er 22, 1996, members of Staff met with representatives from the DNR, the <br />National Pa~k Service, and the Metropolitan Council to discuss the Mississippi National <br />River & Re~eation Area (MNRRA) Comprehensive Management Plan. <br /> <br />ObservatiOns: <br /> <br />The MNRRA encompasses 72 miles of the M/ssissippi River and adjacent land. The area <br />also include~ four miles of the Minnesota River and adjacent land upstream from its <br />confluence With the Mississippi. The northern limit of MNRRA is the confluence of the <br />Crow River inear the cities of Ramsey and Dayton; the southern limit is just south of <br />Hastings. <br /> <br />To help achieve local visions and the purposes for which the area was established, the <br />National Park Service (NPS) will work in cooperation with other agencies, local <br />communities,land the public, to protect, preserve, and enhance the significant resources <br />existing within the boundaries of the MNRRA. The NPS also will seek partnership <br />opportunities to enhance public outdoor recreation in MNRRA and to provide for continued <br />activities in the area that are consistent with the protection of resources. <br /> <br />To help achieve these goals, NPS has made available matching grants to the cities and <br />townships wit~n the MNRRA corridor in amounts up to $25,000. All applicants that meet <br />basic requiremOnts will receive up to $10,000. The objective of basic funding is to assist <br />the community to review and evaluate river corridor plans, ordinances and other <br />management p~ograms to identify changes that would be necessary to bring local plans and <br />policies into coi~formance with MNRRA and to help communities decide which steps they <br />want to take. iFunding should help the communities to prepare to acmally update local <br />ordinances. <br /> <br />Awards of $15,000, $20,000, or $25,000 will be granted to encourage communities to: <br /> <br />establisl~ intergovernmental agreements for joint pianning or management of the <br />Mississippi River corridor. <br /> <br />extensively involve citizens, neighborhood groups and other diverse interests in <br />achieving MNRRA policies. <br /> <br />make a local commitment to resolving issues, updating local plans and ordinances <br />and protecting the resources of the Mississippi River and corridor. <br /> <br /> <br />
