I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> <br />Councilmeml:/er <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g96-12- <br /> <br />RESOLUTION AUTHORIZING APPLICATION TO THE METROPOLITAN <br />COUNCIL FOR MISSISSIPPI NATIONAL RIVER AND RECREATION AREA <br />PLAN FUNDING ASSISTANCE <br /> <br /> WHEREAS, the City of Ramsey includes areas within the Mississippi National River and <br />Recreation Aroa (MNRRA), established by Public Law 100-696 and within the state Mississippi <br />River Critical Area, originally designated in 1976 by Executive Order pursuant to the Minnesota <br />Critical Areas ]kct of 1973, as amended in 1991 to include MNRRA; and <br /> <br /> WHEREAS, the Critical Areas Act requires that local governments within the critical area <br />adopt and impl{ment plans and ordinances that meet standards and guidelines that are approved by <br />the Minnesota Bepanment of Natural Resources; and <br /> <br /> WHER~EAS, the MNRRA Comprehensive Management Plan (the Plan), effective May <br />22, 1995, inco~orates the existing state law and standards for the Mississippi River Critical Area <br />as well as othe~ existing state, local and regional land use authorities in order to implement the <br />Plan; and <br /> <br /> WHERe;AS, full implementation of the MNRRA Comprehensive Management Plan also <br />depends on loc~ governments updating their plans and ordinances to voluntarily incorporate the <br />additional resou~e protection goals in the MNRRA Plan, as tailored to local needs; and <br /> <br /> WHERI~.AS, the National Park Service has entered into a cooperative agreement with the <br />Metropolitan CoUncil to provide financial and technical assistance to local governments for <br />implementation of the MNRRA Comprehensive Management Plan and has authorized the <br />Metropolitan CoUncil to provide funding assistance to local governments for the review and <br />assessment of Crilical Area and all other relevant local plans, ordinances and enfomement systems <br />to determine if they conform to the MNRRA Plan. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, iANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the ~ty Council hereby authorizes the City Administrator to submit an application for <br />MNRRA IPlan Funding Assistance to the Metropolitan Council in the amount of $25,000. <br /> <br />2) <br /> <br />That the City of Ramsey provide at least a 50% match for the project costs and will use the <br />MNRRA ftmding assistance to review and assess existing plans and ordinances in order to <br />determine how to update such plans and ordinances for compliance with state law and/or <br />voluntary aonformance with the MNRRA Comprehensive Management Plan.. <br /> <br />The motion for the!adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon v~ote being taken thereon, the following voted in favor thereof: <br /> <br />and the following VOted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br /> <br />
