Ms. Frolik statedthat the site and access to it will be prepared with a gravel surface and there will be no personnel stationed at the site. Commissioner Jensen asked if the tower would be freestanding with no cables. Mr. Dyer replied affirmatively. Commissioner ThOrud asked if this would create any interference to residents. Mr. Dyer explained that it would not. Ms. Frolik stated that she received information from the league of Minnesota cities confirming that these types of towers are typically low power wattage. Commissioner JenFen asked about maintenance regarding landscaping. Mr. Dyer explained that the outsides of the cement will be rocked, so there will probably not be a problem with weeds. Commissioner LaDue asked where American Portable Telecom was based. Mr. Dyer explained that they have an offic~e in Bloomington, and a headquarters in Chicago, Illinois. Commissioner LaDue asked if there wilt be more towers in the area. Mr. Dyer explained that there will be more towers, as this is a networlt system. He added that they try to use existing structures when possible, such as the buildings in downtown Minneapolis. Commissioner Deemer stated that the comprehensive plan for Ramsey shows future extension of County Road/ti 1~6 across the north portion of the property, so he would like to see the fence built 60 feet from the north property line. Commissioner Deemer asked if the three strands of barbed wire is allowed. Ms. Frolik stated that there were no restrictions regarding the barbed wire. Mr. Dyer explained the purpose of the barbed wire is to keep people out, and he explained that there will be an alarm system installed as well. Commissioner Deemer asked if there would be any problem with leasing the property further south to accommodate ifuture road expansions. Mr. Dyer stated that he did not think that would be a problem, but may make some modifications to their plan necessary. The Planning Commission proceeded to review the Findings of Fact. Motion by Commissioner Holland and seconded by Commissioner Jensen to amend #1 through #19 in the affirmative. Further Discussion: Commissioner Thorud asked if there were any lighting requirements. Mr. Dyer explained that the lower was not exceeding 200 feet, so there were not any lighting requirements. Motion carded.
