CASE <br /> <br />REQUEST FOR A VARIANCE FROM STREET FRONTAGE OR LOT WIDTH <br />REQUIREMENTS; CASE OF JAKE BARTHOLD <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />Jake Barthold has submitted an application to the City of Ramsey for a variance from Sections 9.11 and <br />9.20 of the Rarr~y City Code. These sections of the City Code stated that no lot shall contain a <br />dwelling unless it: has the minimum lot width (and width is defined as measurement of frontage on a <br />public road) and t~at all non-sewered lots in the urban residential area have 200 feet of frontage on a <br />public road. Jak~ Barthold has a 40 acre parcel that abuts the terminus of 157th Lane N.W. and he <br />would like to conitmct a dwelling on the parcel. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site Location Map <br />Site Plan <br />Proposed Findings of Facts <br />Proposed Variance <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to all property owners within 350 feet of the <br />subject property. [Staff notified all property owners within 350 feet plus all parcels on the north and <br />south side of 157th Lane N.W. from C.S.A.H. #5 to the west boundary of Mr. Barthold's property. <br /> <br />Observations: <br /> <br />In reviewing the ~ubject area, it seems likely that at some point in the furore 157th Lane may be <br />extended east and Potassium Street may be extended north into the Barthold property. Therefore, staff <br />has drafted a variance that requires Mr. Barthold to locate the home on the property as if it was an urban <br />size comer lot in tile southwest comer of the 40 acre parcel where Potassium and 157th would intersect. <br />The 86 foot setbacg proposed in the sketch plan provides adequate accommodations for this possibility. <br />The reason for thislrequirement is to prevent any obstruction to street extensions and structure setbacks <br />in the future orderl~ development of this parcel to urban standards. <br /> <br />Staff has been informed by the Public Works Department that the paved temporary cul-de-sac at the <br />west terminus of l~7th is substandard with respect to an adequate turning radius for road maintenance <br />vehicles. In addition, there is a declining grade level around the perimeter of the cul-de-sac. Public <br />Works has recornniended that some fill and Class 5 be added around the perimeter of the cul-de-sac to <br />provide an improved public access to Mr. Barthold's parcel. The variance has been drafted to make <br />these improvements Mr. Barthold's responsibility. <br /> <br />To avoid a situation of traffic from the Barthold site continuously depositing soils onto the paved 157th <br />Lane, the variance proposes to require Mr. Barthold to provide at least 50 feet of Class 5 surface on the <br />driveway from the dwelling to 157th. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the variance from street frontage and lot width requirements <br />contingent upon the applicant entering into a variance agreement with the City. <br /> <br /> <br />
