PUBLIC HEARING <br />BOARD OF ADJUSTMENT <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Bqard of Adjustment conducted a public hearing on Tuesday, June 4, 1996, at the <br />Ramsey Municil~al Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a requ{est for variance to impervious surface restrictions in the Mississippi River Critical <br />Overlay District;[case of L.A.N.D Properties. <br /> <br />Members Preseni: <br /> <br />Chairperson Benjamin Deemer <br />Board Member David Bawden <br />Board Member Paul Holland <br />Board Member Sharon Jensen <br />Board Member Charles LaDue <br />Board Member Michael Terry <br />Board Member Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Deemer called the public heating to order at 7:05 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that L.A.N.D. Properties has applied for site plan approval to <br />construct a retail cSnter on Lot 1, Block 1, Riverview Estates. The subject property is located in the <br />Critical River Overlay District and as such, the impervious surface area, which includes structures and <br />pavement, is restricted to 30% of the lot area. The site plan reflects an impervious surface area <br />calculation of 77%. <br /> <br />City Engineer Jankowski stated that a letter from Mr. Robert Collett of the DNR was received stating <br /> .I <br />concerns regard~n~g the amount of impervious area as it affects water quality. Mr. Jankowski <br />explained that Mr. Collett's main concern is the size of the detention pond on the proposed site plan. <br />Mr. Jankowski fu~her explained that the size of the proposed detention pond is 110 feet x 50 feet <br />x 5 feet which woqld be sufficient to hold up to a two inch rainfaI1.
