CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL FOR SAUCIER; <br /> CASE OF CORPORATE REAL ESTATE AND COPPER SALES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: ~ <br /> <br />Corporate Real Estate has been retained by Copper Sales to prepare a site plan for the Saucier <br />office/manufactt~ring facility to be constructed in Business Park 95 2nd Addition on the south side <br />of McKinley Street. Saucier manufactures large metal containers such as dumpsters. The <br />following items ~e enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />Copy of Business Park 95 Covenants <br /> <br />The site plan h'as been reviewed for compliance with City Code standards and has received <br />approval from the City of Ramsey Planning Commission and City Council contingent upon <br />approval from tl/e Business Park 95 Review Board. <br /> <br />Observations: <br /> <br />The proposed facility is 30,400 square feet in size with a possible future addition proposed at <br />15,200 square ftet. The following is a critique of the site plan as it pertains to Section 2 of the <br />Business Park 95 Covenants: <br /> <br />An office/manuthcturing use with some screened outside storage is a permitted use. The exterior <br />finish on the building is proposed to be painted concrete block with a pre-finished metal panel <br />application to the top 1/3 of the structure, which is in accordance with the covenants. <br /> <br />The total square footage of the proposed structure and the future addition to it does not exceed the <br />35% lot coveraggrestriction established in the covenants and City Code. The covenants restricts <br />the aggregate im.~pervious surface (buildings and pavement) of the lot to 85% of the lot area. The <br />area of the building and paved surfaces totals approximately 72,000 square feet, which is equal to <br />39% of the lot. <br /> <br />Outdoor waste st, orage areas are required to be screened. The site plan proposes a concrete block <br />enclosure with Wood gates. <br /> <br />The covenants requires locating outside storage yards and equipment in inconspicuous, screened <br />areas of the site.; The outside storage yard and oxygen tank is proposed to be located on the east <br />side of the structure in a location that is the most distant from the McKinley Street entrance to the <br />facility. The apPJicant has also proposed to establish a tree screen of 6 foot spruce trees north of <br />the storage yard.! Consideration should be given to extending the proposed screen further east to <br />initiate some scrdening for that area identified as 'future yard' on the site plan. <br /> <br />The covenants requires all parking, loading, unloading and maneuvering areas to meet City Code <br />requirements. City Code requires all of these areas, including outside storage yards, to be paved <br />and finished with B-612 concrete curbing. The site plan proposes to pave all of these areas and <br />curb any pavemei~t installed west of a line drawn north and south through the parcel at the location <br />of the west building wall. The Planning Commission and City Council approved the Applicant's <br />request to waive the requirement for curbing all pavement on the south side of the building because <br />of its proximity to the railroad tracks and power line rather than a corporate neighbor and on the <br />east side because:it is a future expansion area. <br /> <br /> <br />
