CASE <br /> <br />REVIEW CHAPTER 3 OF THE CITY CHARTER <br />AS IT PERTAINS TO ROLL CALL VOTING <br /> By: Jo Thieling, Recording Secretary <br /> <br />Background: <br /> <br />Included with thi'$ case is some information staff researched with regard to roll call voting for <br />ordinances. The;memo, dated April 16, 1996, explains how this subject came about and what <br />information was found. <br /> <br />In addition to whgt research is stated in the memo, I contacted the Recording Secretaries for the <br />Cities ofAnoka, gmdover and Blaine to see what their practice is for ordinance voting. The City of <br />Anoka is a Charter City. They adopt ordinances with a roll call vote and the vote is called for by <br />the Recording Seqr~ etary. The City of Andover is not a Charter City. They do not call for a roll call <br />vote on the adoption of an ordinance. The City of Blaine is a Charter City. They do not call for a <br />roll call vote on He adoption of an ordinance. I talked with Joyce Twistol fi:om the City of Blaine <br />and she stated th0ir Charter, for voting on ordinances, follows Roberfs Rules of Order which <br />states that if the o~dinance is voted on unanimously, a roll call vote is not necessary. If the vote is <br />not unanimous and it is not known for certain who voted in what way, the Mayor can then call for <br />a roll call vote wt~ich is performed by the Recording Secretary or City Clerk. The persons are <br />called on in alphal~tical order with the exception of the Mayor/Chair being called on last. For your <br />information, prese;nfly, all Councilmembers' votes are shown in the minutes which achieves the <br />same goal as a roll call vote. <br /> <br />Also included wi~ this case is a copy of a page from the Handbook for Minnesota Cities that deals <br />with motions for resolutions and ordinances, and also the pages from Robert's Rules of Order that <br />deal with same. <br /> <br />Commission Adtion: <br /> <br />Based upon discussion. <br /> <br />#l <br /> <br />Copies distributed to: <br /> <br />City Administrator <br />City Attorney <br />Mayor and Council <br /> <br />Charter: 10/10/96 <br /> <br />]jmt <br /> <br /> <br />
