Further discussion: Mr. Schroeder stated that we have talked about this question a number of times. The requirement for the questior~ is to be heard twice and that has occurred. Chairperson Steffen stated there is the obligation to put it on the ballot if it properly comes from the Charter Commission. Motion carried, Voting Yes: Chairperson Steffen, Commissioners Donovan, Kiefer, Anderson and Marn. Voting No: None. Absent: Commissioners Netzloff, Roff, Spain Brist and Swokowski. COMMISSION INPUT 1) Next Meeting Chairperson Steffen asked that the minutes from this meeting be sent out prior to the next agenda so that the Commissioners not present would know what has taken place. Consensus was to have the meeting in October be rescheduled from October 17 to October 10, 1996. 2) Commission Stipends Discussion ensued pertaining to the stipend that will be offered to the Commission. It was suggested that a stipend per meeting does improve attendance. It could be offered and the Commission could turn it back to the City. However, if it does improve attendance, it becomes a value. Commissioner Anderson expressed concern if a Charter Commission should receive a stipend at all. Chairperson Steffen suggested informing the City Attorney that the Charter Commission has some concerns about compensation. ADJOURNMENT Motion by Commissioner Donovan and seconded by Commissioner Kiefer to adjourn the meeting. Motion carried. Voting Yes: Chairperson Steffen, Commissioners Donovan, Kiefer, Anderson and Marn. Voting No: None. Absent: Commissioners Netzloff, Roff, Spain Brist and Swokowski.
