Chairman Si;eber stated that what he is suggesting is to require that the <br />resol, ution ~e presented in writing, but not read unless one person wants it <br />read, this Would eliminate the procedural hoops that have to be jumped through. <br /> <br />Commissioner Heitman stated that Chairman Sieber's suggestion would still leave <br />one person ~ing able to call the shots. <br /> <br />Motion by Commissioner Lichter to recommend that City Council adopt the <br />following a~endment to the Chapter 3 of the City Charter by a unanimous vote: <br /> <br /> Amend Section 3.05 to read as follows: 'Procedures on Ordinances. Every <br /> propos~.~d ordinance shall be presented in writing before adoption. No <br /> ordinance shall contain more than one subject. Such subject shall be <br /> clearly expressed in its title. The enacting clause shall be "The City <br /> of Ram~y Ordains". No ordinance, except an emergency ordinance, shall <br /> be adopted at the meeting at which it is introduced and at least three <br /> days shall elapse between its introduction and final adoption.' <br /> <br /> Amend Section 3.08 to read as follows: 'Procedure On Resolutions. Every <br /> resolution shall be presented in writing before adoption and shall be <br /> filed and preserved by the clerk-administrator.' <br /> <br />Further DiSC~'ussion: Chaiman Sieber noted that this amendment has no provision <br />to force the reading of resolutions or ordinances; the only .thing that can be <br />forced, by ~ majority vote, is the reading of the final version of ordinances. <br />Commissioned Greenberg pointed out that these resolutions and ordinances are <br />available a~· City Hall for public review. Commissioner Greenberg inquired as <br />to what the icL~rrent requirement in the Charter accomplishes. Commissioner <br />Hei~an sta~ed that the current requir~ent in the charter allows for the <br />opportunity Ito fillibuster. Commissioner Data stated that he is sure that <br />Council woulrd respond to a citizen requesting reading or clarification of a <br />resolution. <br /> <br />Commissionerl Data seconded Commissioner Lichter's motion to recommend a charter <br /> <br />Motion carried. Voting Yes: Chairman Sieber, Commissioners Heitman, Data, <br />Titterud, Lighter, Bauerkemper and Greenberg. Voting No: None. Absent: <br />Commissioners Gamec and Buchanan. <br /> <br />Case #2: Setting Date For Next Charter Commission Meeting: <br /> <br />Charter Conmdssion consensus was to set a meeting date of June 27, 1985. <br /> <br />Motion by Co~missioner Heitman and seconded by Oommissioner Lichter to adjourn <br />this special meeting of the Charter Commission. <br /> <br />Motion carried. Voting Yes: Chairman Sieber, Commissioners Heitman, Data, <br />Lichter, Baue%kemper, Greenberg and Titterud. Voting No: None. Absent: <br />Commissioners'.
