Case #4 <br /> <br />CENTRAL AND ALPINE PARK IMPROVEMENT PLANNING <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The Five Year Capital Improvement Program (CIP) is updated each year with the coming years <br />projects and actua~ budget request of City Council. The 1996 and 1997 CIP's are attached for your <br />benefit. The CI~P process includes information collection and receipt of requests by the <br />Commission, City Council and Staff through out the year. The formal process begins with <br />Commission review of the 5 Year Plan in May and June of each year and a budget request to City <br />Council m July or~ August following a public hearing. <br /> <br />Observation: <br /> <br />For Central Park'~S improvements in 1996 and Alpine Park's development as soon as 1997, the <br />opportunity for dozen participation will be expanded by special planning meetings. Proposed is <br />notification of thege meetings by the Ramsey Resident, Cable TV and the Anoka County Union <br />prior to the occasion. It is important that Central Park's planning begin immediately. The next <br />Ramsey Residentlwill be out the end of February allowing March's Commission meeting the <br />soonest the Comn~ssion may respond to general public comment. By way of this case, the Youth <br />Association is berg asked to submit and prioritize, for the February meeting, improvements to <br />Central Park to expedite the process. <br /> <br />For the next two ~eetings the Commission should focus on Central to allow maximum time to <br />affect improvements early in 1996. How Alpine Park will be developed is less certain and <br />therefore a longerlprocess will be afforded. It is possible a 1996 Staff Intern may manage the <br />planning process fbr Alpine Park. <br /> <br />Staff Recommendation: <br /> <br />Determine whether a regular Commission meeting, a public hearing on that date or a workshop on <br />a different date is best for receiving comment on Cenmd Park's 1996 improvement. <br /> <br />Commission Action: <br /> <br />Motion to direct staff to provide for notification of Central Park's improvement planning meetings <br />on at p.m. <br /> <br />Reviewed by: ~ <br /> <br />City Administrator <br />Parks/Utilities Supgrvisor <br /> <br />P&R: 1/11/96 <br /> <br />/kas <br /> <br />Copies also distributed to: <br /> <br />Mayor and Council <br />Finance Officer <br />City Engineer <br />Administrative Services Manager <br />RYAA President Dave Baack <br /> <br /> <br />
