Vice-Chair Coolk gave a detailed explanation of what the Lawful Gambling Fund is, monies <br />available and tho application procedure for any cable viewers that may be interested. Mr. Boos <br />added that labor is matched at $7 per hour. <br /> <br />The consensus Of the Commission is that the public needs to be better educated about the <br />program. <br /> <br />Motion by Vice-Chair Cook and seconded by Commissioner Johns to incorporate a policy stating <br />that if the awarded monies aren't used within one year, the issue will be brought before the <br />Commission to v~allocate or put back into the fund, and that the application process be extended <br />for one month tq> allow for any interested parties to receive up to $3000 in matching funds for <br />their project thatlwould benefit the youth of our community. <br /> <br />Motion carried, i Voting Yes: Vice-Chair Cook, Commissioners Asfahl, Johns, LaMere and <br />Skinner. Absent: Co mmissionerOstrum. <br /> <br />Case #4: CENTRAL AND ALPINE PARK IMPROVEMENT PLANNING <br /> <br />Because of the [Capital Improvement Program (CIP) process, it is vital that the Commission <br />immediately beglin planning Central Park's 1996 improvements. <br /> <br />The next Rams~ey Resident will be out the end of February, allowing March's Commission <br />meeting' the soor~est the Commission may respond to general public comment. <br /> <br />RYAA has been asked to submit and prioritize improvements to Central Park for the February <br />meeting. <br /> <br />Mr. Boos explained that the expansion to the east (land owned by Federal Cartridge) is not a <br />consideration at }his time. <br /> <br />To expedite thelprocess, Mr. Boos indicated that staff has contaced lighting contractors to get <br />bids as this was ~ne of RYAA's top priorities for Central Park. <br /> <br />Vice-Chair Cook requested that an analysis of lighting versus building of additional fields be <br />available for the, next meeting. <br /> <br />Consensus of tl~e Commission is to hold a public workshop on Thursday, February 1, 1996, at <br />Park Center, C~.ntral Park. A public hearing will follow the February, 1996 regular meeting. <br />Notification of these meetings will be carried in the Ramsey Resident, Cable TV and the Anoka <br />County Union Erior to the occassion.
