Case #1 <br /> <br />RECOMMEND PARK DEDICATION FOR THE <br /> PROPOSED RABBIT RUN SUBDIVISION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The attached April Planning Commission case provides the site location map, sketch plan and detail <br />for this case. <br /> <br />In general, the ~eveloper proposes the subdivision of 40 acres south of 167th Avenue and <br />approximately 7Q0 feet west of T.H. #47 into four single family lots. There are wetlands on the <br />site and aspen treZs associated with them. <br /> <br />Observation: <br /> <br />The nearest parklto the subdivision is Fox Park to the north. As you will recall, that park is <br />currently being d,~veloped. The tennis court will be completed this spring as will the playground <br />installation and bbardwalk. <br /> ; <br /> <br />The Commissionfwill want to consider developing the trail along T.H. #47 from 167th Avenue to <br />Fox Park this ye~ as part of the five year CIP, as most of the land is in place. <br /> <br />The first paragra~h in Staff's review letter recommends the submittal of a re-subdivision plan in the <br />event Municipal ~ewer and water become available to the site. This requirement should also show <br />access to the proposed community park immediately south of the Rabbit Run plat. <br /> <br />As the CommissiOn is aware, the City has been requiring the developers to construct on-road "B" <br />trails on all arterig streets. However, these have all been in urban areas with higher population <br />densities and, in ~ost cases, higher traffic counts. The 1995 vehicle daily trips on the east end of <br />167th Lane were 13,346. The west end was 1,800 trips per day. <br /> <br />In recent develol~ments, the newly created Transportation Impact Fee is being credited towards <br />these trail's cons~uction. Because pedestrian traffic will be relatively low for the near future, Staff <br />is recommending lthat the trail not be constructed until it would connect to T.H. #47 and perhaps <br />Yttrium Street to ~the west. More information is pending on how the Transportation Impact Fees <br />will be allocated ih the future. <br /> <br />Staff recommends a discussion to achieve a consensus on the trail issue. <br />Commission ACtion: <br /> <br />Motion to recomroend City Council require a re-subdivision plan to show a possible connection to <br />the south and reqtiire park dedication be satisfied by a $2,400 cash payment. <br /> <br />Reviewed by: ~ Also distributed to: <br /> <br />City Engineer <br />Parks/Utilities Supervisor <br /> <br />P&R: 4/11/96 <br />/kas <br /> <br />City Administrator <br />Zoning Administrator <br />Mr. Jon Rambosek <br />Property File <br /> <br /> <br />
