Case #4

DETERMINE BUDGET FOR 1996
IMPROVEMENTS FOR EMERALD POND PARK
By: Mark Boos, Parks/Utilities Supervisor

Background:

Prior to this casel weather permitting, the Commission will have conducted a tour of Emerald Pond
Park. The purpose is to examine the improvements to date and to agree on the value of proposed
improvements, r

The consensus of the Commission last month was that irrigation was a high priority as well as
development of the picnic island with a fire ring and rustic mating and landscaping. The other
items unanimou~,ly agreed upon, were a basketball standard and additional landscaping. In
addition, the Victorian era seating and garden with a water fountain scored well, assuming there
was adequate budget.

The one item nog thoroughly addressed, was the sidewalk issue. Individual discussions with
Commissioners sbemed to indicate that the 534 foot segment along Potassium to 144th Lane was
an acceptable choice. The rationale is that persons traveling from the Sunwood Drive area along
Potassium wouldlbe off the roadway until they reached 144th Lane. From there they could shift
west one block o~l street and then south on street to Quicksilver, to the parks northerly entrance.

This project sho6~d be timed with the developer sponsored sidewalk further north on Potassium.
The approximateS5,184 required should be reserved until then.
V

An additional question that relates to the landscape budget preparation is - should the arboretum
concept be connnged w~th plant identification plaquards.

Enclosed for you~information:

1) March 1996, Case #3

A draft budget will be provided to you at the 5:30 p.m. tour in April.

City Council's Fioance Committee will receive the Commission's budget for Emerald Pond Park
on April 23, 1996. Staff recommends a motion to recommend City Council approve the budget
(based on budget ~onsensus at this meeting).

Commission ACtion:

Based upon discussion.

Reviewed by: :

Copies Also Distributed to:

City Engineer
Parks/Utilities SuPervisor

City Administrator
Finance Officer
Community Development Intern Sue Matthews

P&R: 4/11/96

/kas
