Memo

Date: FebrUary 29, 1996
rr
To: MarkiBoos, Parks/Utilities Supervisor

From: Sue ~.Z2
Re: Resid~ent survey summary/Emerald Pond Park

* Residents a~l stated that they appreciated the oppommity to be involved in the planning
process.

* Comments ~'egarding sidewalk:
-Not i~n resident's interest because no one would use it anyway. Doesn't serve all.
-SideWalks end up being more work for everyone, city and homeowners.
-Neitl~er opposed or in favor of it - City needs to conduct a more intensive study
as to~affic flow and accessibility for all neighbors, and establish clearer objectives.
-It w6uld be ideal if sidewalk connected to the new Ramsey nature trail.
-Agaiflst building walk along 143rd since they were never told, compared to
homoCners along Potassium who had it in their"contracts.~
-Stree~t is very wide with enough room for people to walk their dogs, bike, and jog.
-~ost~y adults are walking and jogging and many adult use the park.
-It s o~ay if it goes along Potassium, 144th, and then Quicksilver.
-Plan ~, a longer walk area, would be nice.
-Use ~e funds in a way that everyone would benefit.
-We ~.oved out to Ramsey to get away from sidewalks.
-The lidewalk is a great idea.
*Problems at ~ark:
-Conc '~rned with park damage by kids who come on bikes and throw rocks onto
bridge~ and at geese, also grass seeded mats. Police have been called. Needs to be
moni~ ~red more - it could be really beautiful but kids may ruin it.
-Fund ', should be used to somehow keep geese and ducks off paths and fields. So
many hoppings people can hardly walk around, rollerblade, etc. Fowl are great to
see, b: tt mess keeps us away from the park.
-Keep!storm drainage areas cleaner- stuff blows from construction areas.
-Morelsupervision to prevent vandalism.
*Amenities regluested:
-Kiosl{ for info postings would be grand, if kept updated.
-Irrigation will be help assure healthy new plants, grasses and trees. Good idea.
-Plant ~ore trees.
-Build~a shelter near ballfield.
-Add ~ore picnic tables, benches, and grills.
-Add ~ dock with railings out into thd'lake.~'
-Install a fountain.
-Build [an arbor with Victorian-era seating and flowers.
-Add ~ volleyball pit because it is loved by middle school children.
-Erect ~ basketball standard.
-Have ~ skating rink, well maintained, with a warming house.
*Questions:
-Would[ a new shelter house a permanent toilet and be sturdy, to prevent vandalism7
-Woulql the proposed fountain be decorative or for drinking water?
-Could!there be functional seating with flowering plants on the island near ballfield9
