Case #3

RECEIVE LAWFUL GAMBLING IMPROVEMENT FUND PROPOSAL
By: Marks Boos, Parks/Utilities Supervisor

Background:

As you will recall, there were no proposals received for the Lawful Gambling Improvement Fund
earlier this year. ~There is, however, a proposal that has been received this past week.

Anoka Senior High School students and their Coorindator, Mr. Rich Kujawa, have discussed a
planting plan aldng an outfield fence at Central Park. Landscape Architect Intern Dave
Chmielewski has~repared a plan view drawing. As the application indicates, the project entails
establishing woodbine (vines) along the 600' of home run fence with miscellaneous backdrop
plantings. :

The proposal suggests a work force of 15 to 25 people, with a request for approximately
$1,871.00 in plant materials. At the $7.00 an hour credit rate for volunteers, this equates to 267
hours of voluntee~ time. 20 workers at 14+ hours would exceed the time committment required to
match $1,871.00.

Mr. Rich Kujawa has already expended about 14 hours of time organizing the project to date. Rich
and an assistant(s~ are expected to be at the meeting to further explain their goals, it should be
noted that this proposal arrived after the posted deadline. It also my not match the stated goals of
this funding sourcb directly.

While there is a landscape budget for Central Park, those funds are needed for other purposes.
Attached for your information:

- Lawful Gambling Improvement Fund application
- Price list for plaiiting, submitted by applicant

Staff Recommendation:

Staff recommends[a motion to recommend City Council approve the project at their May 14, 1996
meeting in time fOr the proposed planting date of May 18, 1996.

Commission ACtion:

Based upon discussion.

Reviewed by:

City Administrator
Finance Officer
Parks/Utilities Supervisor

P&R: 5/9/96

/kas

Copies also
Mr. Kujawa

distributed to:
