1996 - 2001 CAPITAL IMPROVEMENT PROJECT DESCRIPTION PROGRAM ROADWAY IMPROVEMENTS During the 1996-2001 time frame the City should realize completion of major crosstown collector roadways, some of which have been planned for in excess of twenty years. Most important among these is Sunwood Drive which provides transportation access to two industrial areas. It also provides improved access from Trunk Highway. g47 to Ramsey Boulevard, crossing County Road g5 and Sunfish Lake Boulevard. The plan also sees the completion of the 153rd/155th crosstown. This project was initially contemplated with the fa:st Ramsey Township Comprehensive Landuse Plan. The last .7 mile segment has been under discussion by the Council and the public since 1991 and is scheduled for construction in 1997. Two other collectors, Riverdale Drive and McKinley Street are also completed within this program. The first is a commercial collector located south of Highway gl0, east of Ramsey Boulevard. The second serves as an industrial frontage road north of Highway gl0, also east of Ramsey Boulevard. A primary concern of the City has been the Trunk Highway g47 arterial. This north-south highway has become increasingly congested and is not programmed for any major improvements by the Minnesota Department of Transportation. Therefore, the City has completed its own access and corridor planning effort and programmed local funds toward highway improvements. Sealcoating or overlaying portions of the City's 130 miles of roadway is a major component of Capital activities in each year. This plan continues programming Public Improvement Fund dollars toward this activity. The plan also notes that planning for improvements to the 167th crosstown are necessary, as is continued planning for a projected Mississippi River crossing west of Ramsey Boulevard and east of the border with Elk River. S-1 - Sunwood Drive Projects Sunwood Drive is intended to be the local crosstown collector south of 153rd Avenue N.W. Sunwood Drive N.W. between Sunfish Lake Boulevard N.W. and Trunk Highway//47 will carry predominantly residential traffic. That portion between Sunfish Lake Drive N.W. and Ramsey Boulevard N.W. will be more commercial and industrial in nature. It is contemplated that within the 1996 - 2001 time frame the entire roadway will be completed. Segments of the roadway have been in place since 1992. It is projected that the segments yet to be completed total approximately $1.6 million and it is expected that about 40% of the total project cost will be recovered through assessments and impact fees. About 40% will be paid from the MSA fund and about 20% from the Tax Increment fund. It is expected that the portion east of Sunfish Lake Boulevard N.W., that which carries primarily residential traffic, will be assessment projects with either of the MSA or Tax Increment funds picking up the non-residential equivalent costs. It is projected that the commercial/industrial portion, serving as an east/west collector between Sunfish Lake Boulevard N.W. and Ramsey Boulevard N.W., will be funded by MSA and Tax Increment proceeds and not as assessment projects.
