CASE #:

REQUEST FOR SKETCH PLAN APPROVAL OF A
,MINOR SUBDIVISION; CASE OF DAVID TRANBY
By: Zoning Administrator Sylvia Frolik

Background:

David Tranby is requesting sketch plan approval to plat 29 acres in the rural service area
into 3 lots; ofle existing homestead and two new lots. The property is located on the west
side of Tiger!Street, south of 173rd Avenue N.W.

The following items are enclosed for your information:

a)
b)
c)

Site location map
Sketch plan
City Staff review letter dated June 24, 1996

Observations:

The 3 lot mi$or subdivision on 29 acres is in conformance with 4 in 40 density zoning.
However, the~minimum lot size in the Rural Service Area is 10 acres and one of the lots is
proposed at t.5 acres. Mr. Tranby's reasoning for requesting the deviation from the
minimum lot tsize on one of the lots is that he has a buyer for his existing homestead on
Parcel A that~wants 10 acres of land. Mr. Tranby will be building himself a new home on
Parcel B and he only wants to carve himself out a 2.5 acre lot in order to keep as much of
the 29 acres as possible in tact, thus retaining more development options for the furore.
Staff recomr~_'.'ends approval of the deviation from the minimum lot size as the plat will
remain in compliance with 4 in 40 density zoning.

All of the lots will have the required 200 feet of frontage on Tiger Su'eet. Mr. Tranby is
also planninglfor the future development of Parcel C, if and when 4 in 40 density zoning is
repealed, by providing for a 33 foot easement on Parcel B to facilitate the future extension
of a public road into Parcel C.

The plat idenl~ies an approximate location for the existing homeStead on ParCel A. Staff is
requesting v ~e~rification that this house will meet the apprgpriate setbacks from the 'new
property lines.

The plat name, lot and block numbers, and standard drainage and drainage easements
around the p[rimeter of the lots needs to be provided on the final plat. Any wetlands
determined tn exist on the property will also have to be dedicated as drainage easements on
the final plat.

The plat will ibe reviewed for park dedication requirements by the Park Commission in
July. It is anticipated that park dedication will consist of a cash payment.

Recommendation:

City Staff recommends approval of the sketch plan.

Commission Action:
