Voting No: None. <br /> <br />Case #5: R~equest for Site Plan Review of a Retail Center; Case of L.A.N.D. <br />Properties <br /> <br />Zoning Administrator Frolik stated that a Site Plan application was received for a 13,680 foot <br />retail center on ~unfish Lake Boulevard and T.H. #10. Access to the center is proposed from <br />Riverdale Drive ,~W and Sunfish Lake Boulevard NW in addition to a right-in/right-out only <br />fi:om T.H. #10. ~he City Engineer finds the access from T.H. #10 unacceptable. The plan <br />has been forwarded to Mn/DOT for review and comment. <br /> <br />The site plan sU~.. mitted complies with City Code requirements for structure setbacks and <br />number and design of off-street parking areas. <br /> <br />The subject property is in the Mississippi River Critical Overlay District which restricts <br />impervious surl~ace (structures and pavement) to 30% of the lot area. The ultimate <br />impervious surfa{e proposed on the site is 77% of the lot area; the developer has applied for <br />a variance whic~ must be certified by DNR. <br /> <br />City Code requiras screening between the commercial development and the residential uses <br />on the South side of Riverdale. The site plan proposes a 5-foot berm established with <br />unidentified pla~tings. The site plan needs to be modified to identify the size and species <br />of the plantings. ! It is also noted by City Staff that the off-street parking areas are quite <br />substantial in si~e and it is recommended that some shade trees be incorporated into the <br />design of the pang lots. The site plan also needs to be modified to provide a screened <br />waste storage plah and a lighting plan. <br /> <br />Mr. Jankowski stitted that the City has not approved any new site plan with access to T.H. <br /># 10.
