Case #1 <br /> <br />DETERMIN;E PARK DEDICATION FOR ALPACA ESTATES 4TH ADDITION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Mr. Haakon James is requesting sketch plan review of Alpaca Estates 4th Addition. The property <br />is approximately.' 35 acres in size and is located at the southeast comer of the intersection of <br />Highway #10 N~,W. and Llama Street N.W. The subdivision proposes to plat 11 commercial lots <br />and one outlot. ~he following attachments provide important detail for this case: <br /> <br /> a) Draft August Planning Commission case <br /> b) Site location map <br /> c) Proposed sketch plan <br /> d) City S taft review letter dated July 31, 1996 <br /> e) Staff exhibit showing proposed trail corridor <br /> <br />Observation: <br /> <br />As a commerci~ plat, the subdivision is subject to a park dedication rate of 5% of fair market value <br />or 5% of gross area. Because the 10.28 acre outlot will require future subdivision, park dedication <br />for this parcel is', not required at this time. <br /> <br />The CommissiOn's Park and Trail Plan shows a future trail corridor west of the existing Alpaca <br />Estates 3rd Addition from Riverdale Drive, south to the vicinity of the river. <br /> <br />The purpose, as~you will recall, was to: <br /> <br />1) <br /> <br />Link Riverdale Drive N.W. via an urban trail corridor to the future Mississippi trail <br />6orridor <br /> <br />2) <br /> <br />Provide separation and adequate green space between Alpaca Estates 3rd Addition's <br />1;arge lots and the probable urban lots immediately to the west. <br /> <br />3) <br /> <br />provide existing and future residents off street access to the proposed neighborhood <br />park adjacent to the fiver. <br /> <br />Because the oullot is not to be subdivided at this time, the land dedication for the above trail <br />corridor at the eastern edge of Outlot A could occur later. <br /> <br />The Park and Trail Plan also shows a continuation of the bituminous sidewalk along Riverdale <br />Drive N.W. This can be accommodated within the 80 foot right-of-way. While the above <br />sidewalk may npt b,e critical at this time, pedestrian ramps in any curbing should be installed as part <br />of Riverdale Drive s construction. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the developer be given the option of a cash contribution of 5% of fair <br />market value at lthe time of final platting, or a land dedication at the eastern edge of Outlot A (at this <br />time) in lieu of ~art of the developers cash due for the area that is to be subdivided now. <br /> <br /> <br />
