Ms. Rider asked ~ a sliding hill could be put in. Chair Cook explained that as the landfill deteriorates, <br />the hill shifts an{t pockets are formed so it may not be usable. <br /> <br />Commissioner 2[ohns asked if there were any restrictions regarding the landfill. Parks/Utilities <br />Supervisor Boos stated that the hill is fenced for liability reasons. <br /> <br />Chair Cook statetl that there is a designated sliding hill at Elm Creek Park Reserve. Ms. Rider stated <br />there was a hill ~hey used at Alpine Park. Parks/Utilities Supervisor Boos stated that hill faces the <br />sun so the snow[melts. Park/Utilities Supervisor Boos stated that a sliding hill could be artificially <br />created on the W~st boundary and also serve as a berm to shield the residential area from noise and <br />light created fro~ the park. <br /> <br />Ms. Rider asked if the piece that is planned to be sold will be residential. Chair Cook explained that <br />area is zoned res!dential. <br /> <br />Ms. Rider asked, what her neighbors could do if they had comments or concerns. Park/Utilities <br />Supervisor Boos!requested they can come to any meeting or write a letter. <br /> <br />Case #2: PREPARE 5-YEAR C.LP. RECOMMENDATIONS <br /> <br />Parks/Utilities SuOervisor Boos outlined the 5-year C.I.P. draft. He explained that some funding from <br />the Tax Incremen! Fund and ~finnesota State Aid may not be available and funding from the Landfill <br />Trust Fund may be reduced due to lower interest rates than earlier years. <br /> <br />Parks/Utilities SuPervisor Boos outlined the C.I.P. for 1997 in detail. Commissioner Droegemueller <br />suggested that a b~ketball standard be added to the bituminous parking lot at Autunm Heights Park. <br />Chair Cook added that a basketball standard would fit in well at River's Bend. Parks/Utilities <br />Supervisor Boos ~xplained that the AEC Energy Park would get a trail going through the wetland. <br />He stated this wohld attract business and economic development. Parks/Utilities Supervisor Boos <br />stated that phase ~1 of the Alpine Park would begin in 1997 and there needs to be communications <br />with City Council to encourage efforts to sell the land for the money to start. Parks/Utilities <br />Supervisor Boos}stated it was the request of several residents that they would like for the City to <br />protect and prese~e outlot "A" in Reilly Estates. Commissioner Ostrum suggested this property <br />have a fishing access with canoeing and a small pier. Parks/Utilities Supervisor Boos stated that the <br />Trott Brook Tra~ was a large project and a consultant would be hired to work out the many <br />development issuds and determine the feasibility and timeline. <br /> <br />Parks/Utilities Supervisor Boos outlined the C.I.P. for 1998. He explained that Central Park <br />improvements wot(ld take place at this time to include a tennis court, possibly lighting additions and <br />a new playground;. <br /> <br />Commissioner Dro~egemueller stated that there was a concern with some parents about the safety of <br />the location oftheicurrent playground. Parks/Utilities Supervisor Boos stated that the playground <br />is in the third base ~e of field #3.
