Chairperson Cook explained many times they need to take advantage of opportunities as they arise, <br />in order to save the City money. City Administrator Schroeder clarified that there was a question of <br />priorities and a request to look into that. <br /> <br />Councilmember Beyer explained there are small items that need attention, for example Peltzer Park <br />could use painting, screws replaced, picnic shelter, and a new sign. Mr. Lacey stated Peltzer Park <br />was the highest vandalism Park. Commissioner Skinner stated Peltzer Park was in the CtP for <br />$40,000. Commissioner DroegemueIler stated these were good comments and the Commission <br />needed to hear input from the people in these neighborhoods. <br /> <br />Chairperson Cook explained that they have talked about the adopt-a-park program, but it was <br />dropped due to failure in other communities. Chairperson Cook explained that if the parks are <br />cleaned up and used, vandalism will decrease, but proper funding is needed to accomplish this. <br /> <br />Commissioner Droegemueller asked if they were bound to spend park dedication fees on that <br />development. Councilmember Beyer stated the money must be spent in that district. <br /> <br />Mr. Lacey explained they take advantage of community service workers, but they are not always <br />accountable, because there is no pay. Chairperson Cook stated volunteers sometimes can cost <br />money, due to the additional supervision needed. Councilmember Zimmerman stated the youth and <br />disadvantaged need these opportunities. Chairperson Cook agreed, and stated that was a different <br />issue. Councilmember Beyer explained they should be planning for 1997 now by researching these <br />issues. <br /> <br />Mayor Hardin explained they had to be creative in order to stretch the budget, and ideas were needed <br />from everyone to put a plan together. <br /> <br />Commissioner Droegemueller stated he would like to see park dedications available to the entire City. <br />Chairperson Cook explained that park dedications would not be available after the City is developed. <br />City Administrator Schroeder cautioned that lawsuits have been lost because the money was not <br />dedicated to a specific project. Commissioner Johns stated the division of districts protects them <br />from such lawsuits. Chairperson Cook explained if they collect from the developer, that money <br />should be spent around the development. <br /> <br />Chairperson Cook explained he felt the Park and Recreation Commission was doing a good job and <br />Ramsey is a good City to live in.
