Case #8: l~eport from Personnel Committee <br /> <br />1) Draft P~licy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith advised the Personnel Committee reviewed the <br />proposed policy for appointing members of the City's advisory boards and commissions. Changes <br />include the addi :ion of an interview process and panel for interview, with a recommendation to <br />Council includin a rationale for the appointment. The Personnel Committee suggested elimination <br />of Section ~4, ~[,erm Limits, with the intention that they will continue to deal with imposing term <br />limits. Section ~5 requires that when a term expires, they would have to indicate if they intend to <br />seek reappoint~ent. Another key element is that the Administrative Services Manager will be <br />responsible to ndtify members when their term is expiring. <br /> <br />Administrative S ~qrvices Manager Waite Smith noted another new action is Section #6 which provides <br />availability of stipends to all boards and commissions. Charter Commission appointments were <br />discussed with ~ revision made to incorporate reference to State Statute. With regard to the <br />Council's intentio~a that no one would serve on more than one committee, the City Council adopted <br />a resolution in 19,89 that indicates this is the policy unless there are compelling reasons. <br /> <br />Adm~mstrat~ve S~erwces Manager Wrote Snuth d~stnbuted mtermew questmns to ask first time <br />applicants and for!those applying for reappointment. The Personnel Committee suggested adding a <br />question to help d~termine what kind ofex,p, erience the applicant has that would be relevant and also <br />added the definiticin of the term "vacancies to better clarify that a vacancy does not exist until it has <br />been indicated wh~ther the member is seeking reelection. The Personnel Committee instructed staff <br />to make these reC/isions and present the revised draft at their first meeting in August. No Council <br />action is necessary. <br /> <br />2) Exempt ~mployees <br /> <br />City Administrato: Schroeder advised the Personnel Committee reviewed recommendations regarding <br />1996 exempt wag, ~s and requested additional information on performance evaluations, computation <br />of base wages, not including overtime, and determination of whether one position is exempt or not. <br />No Council actiot is necessary. <br /> <br />Case #9: <br /> <br />Rdquest Proposals for Engineering Services for the Extension of McKinley <br />Street <br /> <br />City Administratqr Schroeder advised regarding the two proposals which are likely to occur and <br />explained that to ~uild a roadway project this year, the process needs to be initiated to obtain bids. <br />If the project do~s not continue as currently proposed, the project will be terminated prior to <br />awarding bids. : <br /> <br />City Council/July 9, 1996 <br /> Page 9 of 10 <br /> <br /> <br />
