Background: <br /> <br />By: <br /> <br /> ALPINE PARK PLANNING <br />Mark Boos, Parks/Utilities Supervisor <br /> <br />Case #1 <br /> <br />At the Park and l~ecreation Commission's regular August 1996 meeting, staff was requested to <br />have background }information available for this meeting regarding Alpine Park for continued <br />planning purpose~. <br /> <br />Observation: <br /> <br />Since the Commis$ion's meeting, City Council's Finance Committee reviewed the 5-Year CIP and <br />recommended City Council approval. As you will recall, 1997 is intended as the year development <br />of the park begins! The CIP specified two 1997 funding sources, $40,000 in Landf'fll Trust Fund <br />interest earnings arid a larger amount potentially available from the sale of the land north of 153rd <br />Avenue. <br /> <br />It was explained to the Finance Committee that spending the $40,000 (most likely on engineering, <br />staking, grading, gark access roads, etc.) in essence commits the City to the park's development. <br />It does not, howe.¥er, necessarily commit the City to the sale of the land, or to a particular <br />schedule. If the COmmission believes Alpine Park is essential for the Ramsey Youth Association <br />programming and',as a neighborhood destination in 1998, they must monitor the planning and <br />development process quite closely, including the sale of the land, if that is to be the most <br />significant near te .r}n funding soume. <br /> <br />Development Process: <br /> <br />Comments on how the park should be developed have included: <br /> <br /> Resident requests for walking/nature paths <br />· Ramsey Youth ~Athletic Association representative recommendation that the park be primarily a <br /> baseball complex <br />· Resident requesJ that the park be primarily a soccer complex <br /> <br />The City's Comm~ity Development Intern, Dave Chmielewski, is available to assist with concept <br />planning. The last ~ime a concept plan has been prepared was prior to the 1994 grading by Waste <br />Management, Inc. ~efore that, a line drawing with a narrative was prepared for consideration as <br />part of the closure isettlement with Waste Management.
