They are proposing to build their new church structure on the
property but it isl zoned R-1 Rural Residential, for which churches are not a permitted use.
Consequently, the!City has received formal application for a rezoning of the property to R-3 Urban
Residential, for which churches are a pem~itted use. Ms. Frolik reported that the site is
approximately 11 !acres in size. The property to the north, south and east is zoned R-1 Rural
Residential. The~roperty on the west side of T.H. #47 is zoned Planned Unit Development.
Although the R-3 t. Jistrict is generally intended to facilitate development of higher density housing
in the urban district, the City Code does contain development standards for R-3 property without
City sewer and w~tter. She continued that the Planning Commission conducted a public hearing
and there was one:neighboring property owner present that expressed support for the request. The
Commission noted that there is another church in the single family district within one-half mile of
this proposed Ioct'~lion.

Councihnember B;eyer inquired if this is just a zoning request to which Ms. Frolik replied yes.

Counciln~ember Beyer stated she is uncomfortable acting on this request without first reading the
public hearing mitlute for public comment, but she is also concerned about the 60-day time frame.

City Council/July 23, 1996
