Case -//:1: <br /> <br />Ro~quest to Rezone Certain Property from R-1 Rural Residential to R- <br />3 Urban Residential; Case of New Life Church (continued) <br /> <br />City Council was provided with the draft of the public hearing minutes. <br /> <br />Councilmember Z,in'lnlerman suggested it be a policy in the future to get the public heating minutes <br />to Council along with the case. He inquired if the rezoning of the 11 acres is just for the use of the <br />church. <br /> <br />Zoning Administrator Frolik replied yes. When they want to begin construction, they have to <br />come back with a ~;ite plan. Other uses that could be there is multi-family but no commercial uses. <br /> <br />Councilmember Zin'~merman inquired if a conditional use permit wouldn't be more appropriate. <br />Cotmcilmember Bt. eyer inquired why do we have R-3 in the rural area. <br /> <br />Ms. Frolik responded that R-3 and MR are the only ones that allow churches. R-1 does not allow <br />a church so their 6ption was a CUP or rezoning. <br /> <br />Councilmember Zjmmerman inquired what assurance does the City have that a church will be built <br />if we rezone it. <br /> <br />Councihnember Beyer asked if they could change their mind and put up townhouses instead. <br /> <br />Ms. Frolik replied no, not without sewer and water. <br /> <br />Motion by Cot nci!lmember Beahen and seconded by Councilmember Peterson to adopt Resolution <br />#96-07-176 adopting Findings of Fact #0404 to rezone certain property from R-1 Rural Residential <br />to R-3 Urban. <br /> <br />Motion carried. Voting Yes: Councihnembers Beahen, Peterson, Beyer and Zimmerman. Voting <br />No: None. Absent: Mayor Hardin. <br /> <br />Motion by Councllmember Beahen and seconded by Councilmember Peterson to introduce and <br />ordinance to rezorle certain property fi'om R-1 Rural Residential to R-3 Urban Residential. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen, Peterson, Beyer and Zimmerman. Voting <br />No: None. Absent: Mayor Hardin. <br /> <br />MAYOR/COUNCIL INPUT <br /> <br />I ) Hendriksen versus <br /> <br />Councilmember Zimmerman <br />Ramsey was positive. <br /> <br />the City of Ramsey Lawsuit <br /> <br />felt that Mr. Hendriksen dropping the lawsuit against the City of <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the meeting. <br /> <br />City Council/July 23, 1996 <br /> Page 7 of 8 <br /> <br /> <br />
