Motion by Com~ssioner Johns and seconded by Commissioner Asfahl to approve the final plat for <br />W'ddlife Sanctuary Addition contingent upon compliance with City StaffReview Letter dated October <br />9, 1996, accept ia cash contribution satisfying park dedication requirements on the new lot created, <br />and assess the r~ewly implemented Transportation Impact Fee. <br /> <br />Motion carried, l-Voting Yes: Chair Cook, Commissioners Johns, Asfahl, Droegemueller, LaMere, <br />and Ostrum. V~ting No: None. Absent: Commissioner Skinner. <br /> <br />Commissioner I~. roegemueller.requested clarification on the Transportation Impact Fee and how it <br />relates to the P~k and Recreation Commission. Mr. Boos explained this fee is used to address <br />additional tranaj)ortation development that is a result of whatever subdivision is occurring. <br />Transportation Irppact Fee amounts are determined based on projected infrastructure needs relating <br />to newly create(~ lots. In response to Commissioner Droegemueller, Mr. Boos added in some past <br />cases, the Transportation Impact Fee has been used to create or pave trails. This fee is in addition <br />to park dedicatidn fees. <br /> <br />Case #3: RECOMMEND PARK DEDICATION FOR FERRUM 2ND ADDITION <br /> <br />Parks/Utilities S~. pervisor Boos stated that the area being presented for grant sketch plan approval <br />is located at the westerly end of McKinley Street, north of Highway 10. Said land is zoned industrial <br />and is proposed ~or subdivision thus creating location opportunities for new businesses, <br /> <br />Chairperson Cook confirmed there would be no impact on parks taking place. Mr. Boos indicated <br />park dedication c~osts per lot are determined based on fair market values. <br /> <br />Motion by Com0fissioner Johns and seconded by Commissioner LaMere recommend that City <br />Council requke park dedication in the form of cash to be deposited in the Marble Kecreation District. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Johns, LaMere, Asfaht, Droegemueller, <br />and Ostrum. Vothag No: None. Absent: Commissioner Skinner. <br /> <br />Case #4: AI~PROVE ALPINE PARKS CONCEPT PLAN <br /> <br />Parks/Utilities Supervisor Boos re-reviewed information pertaining to Alpine Park and reiterated the <br />intended use of $~0,000 in Landfill Trust Fund interest earnings (recommended by City Council's <br />Finance Committee) for its development in 1997. These monies are for use in addressing costs <br />associated with gr~ing, engineering, and other design considerations.
