Motion carded. Voting Yes:
Ostrum. Voting No: None.

Chair Cook, Commissioners Asfahl, LaMere, Droegemueller, and
Absent: Commissioners Johns and Skinner.

REGULAR COMMISSION MEETING BUSINESS:

Case #1: Ui~,DATE ON ALPINE PARK

Parks/Utilities Sul~ervisor Mark Boos stated one of the interns is assigned to work on the site plan
including its review which includes implementation of any changes (i.e. addition of ball fields). On
Tuesday, November 19th, a meeting with the survey crew will take place so that appropriate
topography can be~ conducted for preparation of a base map.

November 13th was the deadline for submission of residential development proposals (north of 153rd
Avenue). City St0ffwill be reviewing submitted ideas over the next two weeks. A corresponding
report of compileit information resulting from submitted ideas will be shared with the Commission
in the near future. ~The Commission should expect some sort of report including a revised park plan
on the project's s .'-~tus at the December meeting.

Case #2:

P~SUBDIVISION OF COMMERCIAL PROPERTY NORTHWEST OF THE
~RSECTION OF 167TH AVENUE AND TRUNK HIGHWAY ~47

Mr. Robert Muller, owner of the land, is proposing a replat of Lots 2 and 3 of Block 7, Klemish
Addition, and two ~mplatted lots subsequently created from the easterly portion of Lot 3. Currently,
the Super Value ~tructure (known as LeTourneaus) and the former bank structure occupy the 3
southerly lots and fi residential homestead occupies the northernmost lot. The purpose of the replat
is to achieve one l~t for each of the commercial structures with conforming setbacks.

All of the lots exceied the minimum area and lot width requirements for the R-1 Rural Residential and
B-1 Business Distr~ct. It is noted on the site survey provided that currently the canopy of the former
bank structure extdnds into a 39-foot easement adjacent to the T.H. ~47 right-of-way. As part of the
replat, the owne~ is requesting the 39-foot easement be vacated so that the bank structure will
conform with setl~acks rather than encroach easements. It is possible a service road will not be
constructed parallel to T.H. #47 in this area.

Because there ara no new lots created, there wOuld be no park dedication obligations on the plat.
Parks/Utilities Sup?rvisor Mark Boos e,x_plained the main purpose for presentation of information to
the Commission h~ to do with the City s request of the applicant to provide an easement to facilitate
a very important ~grnent of the transportational trail planned for along the west side of T.H. ~47 in
lieu of vacating thb street fight-of-way.

Chairperson Cook~ inquired about advantage(s) the City might realize from giving up the right-of-
way. Mr. Boos responded the transaction aids the business owner in selling the property to a
prospective buyer. The existing structure on the property (on the drive-through window side) has

Park and Recreation Commission/November 14, 1996
Page 2 of 5
