CASE #: ~ <br /> <br />REQU~ ST <br /> <br />FOR SKETCH PLAN REVIEW OF SUNFISH ESTATES; <br /> CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background:, <br /> <br />John Peterson Of Good Value Homes is requesting sketch plan review of Sunfish Estates. The <br />property is located on the east side of Sunfish Lake. <br /> <br />The plat consists of about 12 acres proposed to be subdivided into 23 single family urban <br />residential lots.I The following items are enclosed for your information: <br /> <br /> a) ~ite location map <br /> b) ~ity Staff review letter dated December 28, 1995 <br /> c) Letter from DNR dated December 29, 1995 <br /> d) ]Revised sketch plan received by the City on January 8, 1996 <br /> <br />Notification:~ <br /> <br />City Code doe~ not require notification of sketch plans; the neighboring property owners will be <br />notified of the ~ublic hearing when the developer applies for preliminary plat approval. <br /> <br />Observations: <br /> <br />Thc subject property is zoned R-1 Urban Residential for which single family urban lots is a <br />permitted use. ; <br /> <br />The plat is in Ge overlay district for Wetland #2-118, and as such, waterfront lots are required to <br />be 20,000 square feet in area and all other lots are to supposed to be 15,000 square feet. <br />Minnesota Rule requires that these minimum area requirements be calculated above ordinary high <br />water. Waterfi ~nt lots also have to be at least 75' wide at the water frontage and be able to meet a <br />structure setbac ~ of 50 feet from ordinary high water. It appeared that in the sketch plan reviewed <br />by the Planning Commission on January 2, that a majority of the lots did not meet these shoreland <br />requirements.. <br /> <br />A Grading and Drainage Plan and a Tree Preservation and Planting Plan will be required at the _time <br />of preliminary tplat approval. The Tree Plan should identify trees to be preserved during <br />construction and the planting of one 2-inch diameter tree in the front yard of each of the lots. <br /> <br />The Park ComrOission reviewed the sketch plan at their December meeting and directed Staff to <br />identify probable lake access and visibility points. The Park Commission will be reviewing the <br />sketch plan agl~in on January 11 and their recommendations will be incorporated into the <br />preliminary pla~brought to the Planning Commission for a public hearing. <br /> <br />On January 2, tt <br />on January 10 t~ <br />under shoreland <br /> <br />ie Planning Commission tabled action on the sketch plan until their special meeting <br />~ allow the developer time to rework the plat to meet minimum area requirements <br />!regulations. <br /> <br />lq <br /> <br /> <br />
