CASE #: { <br />REQI~EST FOR PRELIMINARY PLAT APPROVAL OF PONDVIEW; <br />CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Petersoq of Good Value Homes is requesting Pondview. The property is located in the <br />northeast cor~er of the intersection of Industry Avenue and Ramsey Blvd. The plat consists of <br />about 85 acres proposed to be subdivided into approximately 148 single family lots. Proposed preliminary plat <br />i Letter dated November 20, 1995 from Anoka County Highway Department <br />!Letter dated December 29, I995 from DNR <br />;City Staff review 'letter dated January 8, 1996 <br /> <br />Notification: <br /> <br />State statute rqquires notification of the preliminary plat public hearing to property owners within <br />350 feet of th~ subject property. Staff notified properties within 400 feet of the subject property. <br />The DevelopeJr also held an informational meeting on December 27, 1995 for the benefit of the <br />neighboring p~perty owners to the north. · <br /> <br />Observations: <br /> <br />The subject property is zoned Industrial and a rezoning to R-1 Urban Residential has been properly <br />applied for. ~ <br /> <br />The lots bord ~eying Wetland #2-118 are under shoreland regulations and considered riparian. As <br />such, they are ,required to be 15, .000 square feet in area and that minimum must be calculated above <br />the ordinary hi]gh water level In the plan dated December 15, a majority of the riparian lots did not <br />meet these st,~ndards. It appears that by a revised preliminary plat received by City Staff on <br />January 8, thagthe riparian lots do meet the shoreland requirements. Ail other lots are considered <br />non-riparian agld as such, are required to meet the standard urban min{mum area of 10,800 square <br /> i · <br />feet. All non-riparian lots are in compliance. <br /> <br />The plat has two accesses onto Industry Avenue and one onto Ramsey Blvd., the locations of <br />which have be~na by the Anoka County Highway Department. None of the lots will have <br />direct access o~toppr°ved <br />County roads. One of the five cul-de-sacs exceeds the 600 foot maximnm length <br />restriction, however, it is the only reasonable way to get access to developable high ground on the <br />north side of th~ wetland <br /> <br />A Grading andlDrainage Plan and a Tree Preservation Plan have been submitted and are generally <br />acceptable. ~ <br /> <br />Park dedicatio .~ will consist of aprk land and trail corridor along the east line to connect C.S.A.H. <br />#116 and GamUt Street. In addition, a 35 foot corridor will be dedicated to connect Limonite Street <br />to 149th Aventte. <br /> <br /> <br />
