Review Letter ~
Site Plan - Van~ Bros.
December 28, 1995

Off Street Parkin~ - Number of Sr~aces: The applicant has indicated that the peak season staff
consists of six !(1~) employees. 'l~he facility currently has 5 off-street parking spaces and an
additional 12 ar~ proposed. The site plan is in compliance with Code requirements for number of
off-street parki~g spaces.

Off Street Parkihe and Drives - Desitin: City Code requires all driveways, off-street parking and
travelled areas b~ a site to be surfaced with bituminous or concrete and finished with B-612
concrete curbing. The fee title owner failed to pave the driveway and existing off-street parking
area under a previous development permit for an expansion. It is Staff's understanding that the
new managers 0/f the site, Vance Brothers, will bring the site up to code with respect to paving.
Although the sit~ plan does not identify curbing, Staff has received a verbal commitment from the
Vance Brothers ~at curbing will be installed around the perimeter of all bimmlnous from the front
of the buildlngslto Azuritc Street. No curbing is proposed around the perimeter of bituminous on
the east side of the buildings. The City has previously waived the requirement for curbing to the
rear of building4 in this heavy industrial district. Thc site plan will have to be modified to identify
the amount of c~bing approved by the Planning Commission and the City Council.

~ A gading plan was prepared in December, 1992, for this property. The existing
topography fall/several feet from the dirt roadway toward the east. Aside from the small knoll
along the roadw~ty in front of the building, the remaining property is generally flat. Storm runoff
generated by th~ paved access will need to be handled on site with detention ponds. The drainage
plan calls for ~g roughly the northern 150 feet of the site northward to a shallow detention
pond to be loca[ed '.m the northeastern corner of the property. This pond was to be constructed
with the expan~jon in 1993, but was not. A second pond is proposed to be constructed in the
southeastern coiner of the property to handle storm runoff from the remainder of the site. It is
recommended ~at the north and south detention ponds be constructed to hold volumes of 4,900
cubic feet and ~,600 cubic feet respectively. This would provide sufficient holding capacity to
drain a two inch[storm. Sufficient sized areas are available to accommodate three feet deep basins
with these capa0i.'ties. Spoil from the ponding areas could be utilized to create landscaping berm
areas around thd_. perimeter of the site or raise the proposed building pads as additional protection
against flooding;

~ :~ City Code requires all waste storage areas to be 100% screened. The site plan
identifies an ind _~or waste storage area which is in compliance with City Code.

The Planning QOmmission will be meeting at 7:30 p.m. on Tuesday, January 2, 1996, at the
Ramsey Municil~al Center, 15153 Nowthen Blvd. N.W., to review the proposed site plan. A copy
of the case cove~ sheet is enclosed. You, or your representative, should be present at the meeting
to answer any qqestions that may arise.

If you have any t~tUestions, please call us at 427-1410.

Respectfully,

CITY OFRAMSEY

Sylvia Frotik
Zoning Administrator

Steve Jankowsld
City Engineer
