Nevertheless, the hearings were fair and did not <br />violate JAckson's due process rights. Jackson got to explain why the variance <br />was needed, and offered evidence to support the application. Jackson was not <br />denied t~e right to cross-examine witnesses; Jackson just never sought to do <br />so. The yard's transcript of the first hearing and its minutes regarding the <br />second ~ere enough for judicial review of the board's decision.
